In front of the crowd of anxious dignitaries and delegates, Paffnia's Press Secretary, Ljuben Cechpeta, strode confidently up to the podium. "Today," he proudly announced, "on the twentieth anniversary of Paffnia's escape from the yoke of totalitarianism, we throw open our doors to the international community!" Thunderous applause erupted from the crowd as Secretary Cechpeta glanced down at his notes. "On behalf of Prime Minister Aleksandar Vekili," he continued, "I extend to each of you the offer to establish diplomatic relations with the Protectorate of Paffnia. Our beautiful seaside capital of Skoptopolis has plenty of room for your new embassies. Additionally, you may also, if you wish, establish a consulate office in Pripel, the capital of the semi-autonomous region of Vardinya." Pausing to take a deep breath, Secretary Cechpeta resumed, "Of course, there are a few conditions to establishing embassies here in Paffnia. First, Paffnia will only allow nations to establish embassies if the offer is reciprocated. Second, all diplomatic relations must first be approved by the Senate, which should not be a problem for any nation in good international standing. Lastly, in Paffnia, felonies are not covered under diplomatic immunity." At this last remark, a few dignitaries let out mutters of disappointment. "Well then," Secretary Cechpeta continued, "you will find under your chairs a form for establishing embassies here." Cameras flashing, he paced out of the room without answering any further questions.

Consular staff will include the Ambassador, his Chief of Mission and her Deputy, as well as a Counselor and Minister-in-Chief

The average Malecian Diplomatic mission includes 30-40 staff members supporting the senior diplomatic staff, as well as 20-30 Diplomatic Security Service Agents, and a detachment of Marine Security Guards numbering 20-25.

As to building requirements, we would need enough space ( a 3 to 4 story building) to acommodate a working staff of 60 persons. We will renovate the first floor so that there will be an entryway with security checkpoints; an information desk; and a customer counter area for the issuance of Visas and resolution of passport issues.

The top floor will be given over to the Offices of the Ambassador, his administrative support staff, and the Chief of Mission and her team.

The Senate approves both these requests by voice vote. Ambassadors Phelps and Horn are welcomed into Skoptopolis by members of Paffnia's state department. Meanwhile, Ambassadors Grozda Oeyanha and Hristofor Bont have been dispatched to Greater New Tannenberg and Boltor, respectively.

Paffnia's Senate confirms Bob101010's embassy request, though the vote was closer than expected. Ambassador Rozalija Hebepoaj has been dispatched to the capital of Bob101010 to establish a Paffniac embassy there. The senate parliamentarian also wishes to inquire if Bob101010's ambassador, Oscar Phelps, is related to Boltor's ambassador, Aaron Phelps.
