GA Resolution: Repeal "Extinction Preparation Act"
A resolution to repeal previously passed legislation

Category: Repeal

Resolution: GA#126

Proposed by: Mallorea and Riva

Description: WA General Assembly Resolution #126: Extinction Preparation Act (Category: Education and Creativity; Area of Effect: Educational) shall be struck out and rendered null and void.

Argument: The World Assembly:

APPLAUDS the aim of GA#126, Extinction Preparation Act, which attempted to preserve biodiversity and encourage research amongst all the nations of the world;

BELIEVES, however, that using a single facility for this purpose is highly impractical for a number of reasons, most notably:

•The variety of storage conditions required to safely preserve all contributed genetic samples; for example: embryonic samples would need to be stored differently from agricultural seeds,

•The logistical issues that some nations may encounter when making contributions and/or sending their scientists to the facility to conduct research;

•The large amount of space required to allow for proper examination of all contributed materials may be better suited for multiple facilities due to the aforementioned items,

•The security risk as a single disaster - whether caused by nature or by man - would take out all materials, information, and employees of the facility,

NOTES that this resolution fails to ensure that a wide array of genetic samples will actually be sent to the facility as it merely "urges member nations to supply specimens" and lacks any clause to allow the WASP to request specific samples;

RECOGNIZES that individual nations are more than capable of funding and maintaining security over similar projects on a national and/or regional level:

REPEALS General Assembly Resolution #126, Extinction Preparation Act.

Extinction Preparation Act

Description: REALIZING that a major catastrophe could threaten the existence of any number of species.

SEEKING to install safeguards for the recovery of any species that falls victim to an extinction event.

RECOGNIZING that many nations may have safeguards in place.

CONCERNED that such safeguards can be lost due to disasters both natural and manufactured.

BELIEVING that all nations can benefit from mutual preparation.

HEREBY:

I. AUTHORIZES the creation of the Extinction Preparation Research Facility (EPRF).
a.) The facility will be located in a neutral World Assembly controlled territory. Ideally, in an arctic region well above sea level, with little to no seismic activity, to minimize the danger of damage due to electrical failure, flooding or structural damage.
b.) The facility is to be staffed, constructed and maintained by the World Assembly Scientific Programme (WASP).
c.) Member nations may use this facility freely, while non-member nations may use it for a nominal fee, which will provide additional funding for upkeep.

II. EMPOWERS staff scientists to research advanced methods of artificial insemination, in vitro fertilization, embryo transfer, cloning and efficient horticultural replenishment, as well as the study of keystone species and methods for rebuilding ecosystems.
a.) All discoveries shall be made available to any establishment showing legitimate interest.

III. URGES member nations to supply specimens of seeds, saplings and genetic animal materials (sperm, eggs and DNA).

IV. REQUIRES acceptable preservation methods to be observed.

I am against the repeal for the following reasons:

The repeal alleges that "using a single facility for this purpose is highly impractical". This is not the case. According to the original resolution, we are not keeping animals like Noah's Ark. We are only keeping "seeds, saplings and genetic animal materials (sperm, eggs and DNA)". Why would we require more than a single facility? Why would space be an issue? Also, why would there be logistical problems as alleged by the repeal? Logistics is not part of the original resolution and I feel its overstretching to strike one resolution down for a reason like that. Plenty of resolutions in the WA are either highly impractical, costly, or logistically impossible. You don't see all of them stroke down.

If anyone's been to a gene lab or a herbarium, you'll notice that thousands and thousands of samplings and what-have-you can be stored in a single room. The storage of DNA, sperm, seeds and sampling wouldn't require such a large space as the repeal suggests.

I'm not against a repeal, just not the way it's written. I think the original resolution left out important things such as what it proposes to do after preserving all that stuff. Specifically, what it plans to do besides "research advanced methods of artificial insemination, in vitro fertilization, embryo transfer, cloning and efficient horticultural replenishment, as well as the study of keystone species and methods for rebuilding ecosystems". Are they going to recreate extinct species? Or just research and leave the rebuilding of species to member countries? What's the scale of the research vis-a-vis that of preservation? Is the goal mainly to preserve like an international gene lab or is it to research? How will they work with educational institutions? These questions are the ones I would insert into a repeal.

As the author of the resolution I would clarify that the single facility would not be capable of housing and performing research upon the myriad of samples that could be sent to it. Remember, it is a facility open to anyone who wishes to use it. There is no way that a single facility can hope to achieve what this does, namely storage and research. And as someone mentioned, all of the eggs are in one basket here.

Every piece of research, and many scientists, would be put into a single building, in Arctic territory. All it would take is a single accident, or attack, to destroy the entire purpose of the proposal. Some of you may then think of the WAHQ, but at least the Headquarters has defenses built into it. The resolution does not afford this facility such protection.

I agree that there are other flaws, but it was decided in the relevant debate thread that a simpler repeal, addressing the most obvious flaw, would be the best course of action. Further legislation on the issue cannot be pressed until this bill is repealed. Then we can all move forward.

I'm going to go on record as for this repeal.

I think that there is a certain amount of risk with all the eggs in one basket as was stated earlier. On the whole I think I'd rather get the repeal out of the way in advance of something more thorough.

One facility is workable, though the vagueness in the resolution has instilled some worry and the "eggs in one basket" proposal is a risk.
