All About GIRO
GIRO, or the Global Inter-Regional Order, is the next generation in NationStates Public Forums. GIRO is a massive, neutral, inter-regional concept which attempts to bring together all regions of various backgrounds through many different programs, organizations, and features, which exist no-where else on NationStates. Currently, GIRO is the most advanced public forum NationStates has ever seen.

GIRO stands as a 100% neutral concept. The Administration, does not hold bias toward any region, however only promotes positive activity through the general gameplay. GIRO does not discriminate.

GIRO offers many features for players. Most famously is our Global News Network, or GNN, where any player, from any region in the game may submit and have published their regional news. Everything is published from invasions and liberations, to elections, to regional statistics. Secondly we have our Public Embassies. These are embassies which any region in the world may open and use to contact other regions of similar interest and post their regional foreign reports. We also have our massive role play game, which goes on forever, called RegionStates. The object of RegionStates is to get elected to be the Leader of all NationStates, for a time, through political parties.

GIRO calls its primary administrators 'Guardians' and at any time there may be one to 5 of them in existance. Sometimes their identity is known, and sometimes not. Currently GIRO has had three Guardians, the current being Ramsos, out of the regions GIRO and The Universal Kingdom.



ABOUT GNN
GNN, or Global News Network is one of NationStates largest news organizations, and the only known publically owned, publically contributed, multi-regional news organizations in the game. GNN is also the largest distributed news source, simply because of its central location to GIRO. GNN posts a new issue once a day, or as often as possible.

Founded on February 7, 2008 along with NS Public Forums (NSPF) as a way to publically promote the forum, GNN is loosely based off of NSNewsWire (NSN). The success of GNN is direcly related to the success of NSPF, in that, when embassies on the forum are active, news can be written. During inactive times, GNN takes on the primary role of promoting, through news, NSPF, its members, embassies, and world events. When GIRO was created, in November 2008, GNN was moved from NSPF to GIRO, to be anchored perminantly within the GIRO system.

GNN is generally unedited content, pulled directly from individual regional news which is posted in embassies, as well as any publically available content posted on any NationStates related forum with, or without permission. Citations are always provided for content pulled. Periodically interviews are conducted on upstanding, or news-worthy members, or to add to a story in GNN of that day.

GNN will post links on the each of the RMBs of the feeder Regions to the latest News Story, every time a news article is published. Currently Ramsos writes and edits the GNN news, as well as distributes it.

Global News Network is NOT a news just of this embassy, but rather a networked collection of news from various publishers from around NationStates. Any region, organization, or alliance may post their news here.

QWENDRA MOVES TO DEFCON 2

As rumors of war fly over the crouds of citizens in Qwendra, the government there moved the newly established threat level system to DEFCON 2. Qwendra is an ally of The Kingdom of Eagle Clan, and is, of course, greatly opposed to the New Polar Order, a revolutionary group who has re-created The Antarctics forum and government. The New Polar Order ousted The Venetian Prince’s (TVP) government there in The Antarctic, on claims that he was cruel and to his people.

While the two regions are sending threats across the border on NationStates, both regions are on edge in CyberNations, where The New Polar Order has a massive army over Qwendra. So far no shots have been fired, although it remains to be seen what will happen as this story continues to develop.

ANTHEIA ANNEXED BY VOSTROYA

Only 5 short days after the shocking announcement by Wutend, the Prime Minister of Antheia announced he was abandoning Antheia for his new region Vostroya, Antheia is now annexed by Vostroya.

A new constitution and government is in the works, as both regions try to sort out the confusion and chaos.

RAIDER UNITY PACT
The following was found on The New Inquisition forum, which happens to be the product of the latest raider conference. While the raider/invading world in nationStates has tried to unify for many years, it seems that this piece of legislation is met with very little fanfair. This new legislation is called the New Atlantic Alliance, which has not, as of yet been formally established.

1. Preamble

We the raiders/invaders of the New Atlantic Alliance,
• in order to form a coalition of raiders that work in unity,
• in order to spare future generations from internal raider conflict,
• in order to establish justice in Nation States,
• in order to provide for the freedom of raiding, and
• in order to promote the general welfare of Nation States

Do hereby agree to:
• suspend politicking within our ranks,
• unite against FENDA propaganda across Nation States
• work to achieve a near-absolute political superiority in Nation States
• by forming an Atlantic bloc to monopolize the WA resolution-writing and voting process, and so

on this day, we establish a unified and democratic New Atlantic Alliance.

2. Commanders

A. As the New Atlantic Alliance is being set up, the following members are asked to be The Interim Core Commanders: RedBack and CrushOurEnemies from Black Hawks; Gunshotsbycomputer, Lyncaenia (silverwolfmoon from LWU) and Savaer from Unknown; Belgium Fighters and/or HP Lovecraft from The New Inquisition; and EvilWolf (from LWU) and Zaisser from the feeders. These commanders will meet, find areas for which they are responsible, and make the beginning decisions on how to get the New Atlantic Alliance properly organized and running.

B. The Interim Core will appoint an Alliance Intelligence Director. This would be a static, permanent position that will be for the life of the Director or until resignation/impeachment. The Intel Director will set up an anonymous 'contact' account for each Intel agent to be made for each region with a masked subdirectory for each account that will allow the Intelligence Director to access them all, but protects the identity of each Intel agent.

C. From the Interim Core, a round table of generals will be formed. Each member region's general is a welcomed addition to this round table, and a full member of it, for the entire duration of their home region's membership. The entire council works together on planning NAA-sanctioned raids, setting up whatever sleepers may be needed, agreeing on the date, etc.

D. The location of the general's discussion and planning area would be masked off and passworded, and only the generals of the round table would be given access there.


3. How raids are organized

A. Raids are organized via the Generals Round Table. To propose a raid, a region suggests it to their general and their general brings it to the Generals Round Table. The discussion of the raid would only be behind closed doors in the passworded forum. From the time of proposal, the Generals have 24 hours to gather information about the proposed raid and then 24 hours to approve or deny. If a raid is approved, the membership will be sent a PM or email notification and they have 24 hours to object. If the members do not object, the raid goes ahead as planned by the generals.

B. During an NAA run raid, the New Atlantic Alliance holds command oversight of the mission until it's completion. For each NAA raid, a general will be selected and named who is the commander of that raid, and s/he will run the raid.

4. Communication

To aide in fast, efficient communications we will have three methods in use to assure we are in contact at all times. All times for all missions and movements will be in GMT. We will use forum PM/email to all members of the site; MSN instant messenger to all generals and commanders; and an on-forum chat area for those who don't have MSN. Anything on the NS site sent via TG will be encoded.

5. Membership PROCEDURE

To formally become a member nation of the New Atlantic Alliance, a nation must:

A. Declare Affiliation by adding Atlantic Alliance to your motto

B. Apply in the New Atlantic Alliance application area of the forum

How long have you been in NationStates?
What region are you representing?
Do they have a military--who's your general/commander?
Do they have an Intel--who's your director?
Do you have any previous military experience?
Do you have any previous Intel experience?
If you have been in any other regions, which regions?
What country are you from? What is your time zone?
Guy or girl?
Are you on dial-up or cable or DSL? What ISP Service?
Do you have MSN Instant Messenger ?
What is your IM name?
Are you able to be online at update (noon or midnight ET USA)?
Are there any questions you would like to ask?

C. Sign the oath of allegiance to raider/invader stance.

D. The nation will be given the Applicant mask. Upon passing security and confirmation of minimal training, the Applicant can receive the Soldier mask.

FRA EXTENDS HAND TO GATESVILLE

With the founder nation of Gatesville “Gates the God” erased due to inactivity, the region of Gatesvilles finds itself in a dilemma suffered only by the past regions its attacked. What was once the greatest regional enemy to defenders in NS is now “founderless” itself. The FRA however in a show of friendship and peace, extended its hands of partnership to Gatesville given this recent occurrence, possibly to mend the rocky relationship between the two. In message on Gatesvilles RMB board, FRA representitive Falconias stated that:

It has come to our attention down at the Founderless Regions Alliance that Gates the God wasn't quite as immortal as he had you all believing. Nonetheless, us defenders are a compassionate breed. We have never reciprocated the declaration of war, simply engaged in a resistance of Gandhi-like proportions; resisting by being peaceful and non-resistant.

We wish to extend to Gatesville, an offer of utmost sincerity. Gatesville, these times are troubled and you are in grave danger. Join the Founderless Regions Alliance, and we shall give you priority protection from your exceedingly large number of enemies; most notably, everyone in the World Assembly.

This offer is not unconditional however; we ask that in return for our services, the esteemed region of Gatesville must adhere to our charter, refrain from invading, raiding or griefing whilst a member of the FRA, and kindly reactivate all interests terminated in the last six years.

ALLIGATIONS OF GOVERNMENT INFILTRATION IN NEW EARTH

Founder of New Earth, Romalec, made a stunning statement to the public of New Earth claiming of traitors in the government. New Earth is marked as an imperialist-raider region by the Foreign ministry of Caprecia, and the region has not had good encounters with defenders in the past, as with many other regions. As to what evidence or what actions Romalec will be taking is unknown but it appears many of his minions, dedicated members to New Earth, have announced their intent to support any actions he chooses to take. Romalec’s statement to New Earth can be read below:

I am sad to tell you that our region is in threat, not just from an enemy abroad, but an enemy that lies within.

Earlier today Newfoundsky, the Chancellor of The Confederate Pary, former Founder of The Confederacy, and Qwendra's Minister of Intelligence has stepped down.

Newfoundsky still resides in Qwendra at the time of this posting, however it is expected that he will soon leave the Region for one of his own making.

No word as of yet on who will replace Newfoundsky as Minister of Intelligence, however Qwendran Founder Kalibarr has stated that he is looking for a replacement. Canidates are either Canadai the aforementioned commander of Qwendran Armed Forces, WA Delegate Lietvos, or Minster of Regional Security Alsatian Knights.

The benefits of having Canadai would mean that there would be no middle man to the intelligence required by the military. However, the cons of the situation is that Canadai has proven to be somewhat unsure of how to run his position. If Lietvos receives the job then the Ministry of Intelligence will have a major problem due to the Delegate's intermittent activity. Alsatian Knights, an already over worked member will have another position thrust upon him.

For political parties however, if Knights gets the job, than The Confederate Party, a two memeber fascist type political party active in Qwendra, will maintain its two seat majority over the other parties.

This story will be updated as developents occur.

NEWS FROM FOUNDERLESS REGIONS ALLIANCE

From the office of the Arch-Chancellor

Good day everyone,

I'm writing this update as the newly elected Arch Chancellor of the FRA. We have just completed our latest round of elections, and now have a Cabinet to take us until the end of the year. The previous term was extremely succesful, and I hope that we can continue this success - if the previous term was about re-building, this new one is about continuity and fine-tuning.

The Cabinet has seen a few changes, with Cocodian becoming Speaker of the Assembly, with Neasmyrna replacing him as Chief of Defence Force. Falconias and Wopruthien continue in their respective roles of Intelligence Minister and Regional Recruitment Officer. I have appointed two relative newcomers to the FRA as Vice Chancellors - Spartzerina of The Council of Narnia, and Docky of Inner Mongolia. They shall be running most of the FRA's foreign affairs, though I will be maintaining a presence around our embassies too.

Since the last update, we have welcomed 4 new member regions to the FRA - Inner Mongolia, Royal Federation of Nations and The United Kingdom. Union of Scaro Alliance also joined the FRA - however, they resigned just days later after their founder decided to abandon the region.

The other major change we've seen is the conversion of the forums from Invisionfree to Zetaboards. This change was decided upon because of the superiority of zetaboards forums, and although there were a few minor bugs in the conversion process, the results seem good. Although the forum appearance has changed, it is still similar to the original appearance - and I'd like to thank Defectivity and Kobold for their help with that. For those not familiar with the process of conversion, I'd like to assure them that all topic/posts/accounts are kept, and that the old forum urls still work.

In other news, the Rangers have been busy cementing the liberation of Feudal Japan, which is now thankfully back in the hands of its native delegate. A repeal of the original 'Liberation Resolution' means that the region will soon be passworded, in order to aid re-founding by the natives. The Regional and Independent Assemblies have been busy recently, with the most recent change being the altering of the 'Deputy Arch Chancellor' position to 'Vice Chancellor'.

That is a fairly good summary of the last couple of weeks, and you can look forward to another update in 2 weeks time.

LICHENTIA OFFICIAL UPDATE
Regional News

We, the current citizens of Lichentia, would like to inform our allies that we have recently begun redeveloping the region. We have a new forum which is now located here. All of your embassies are in the process of being recreated, if we missed any, please let us know. Just a reminder, you will have to register again for our new forum.

After a several month long break, the region's founder Hammer (A.K.A. Sonnenwende) has returned to Lichentia to revive the founder and to put in place a contingency plan to secure the region's future. Hammer is slowly becoming active again in NS in general. Hammer is currently busy working with other citizens of Lichentia to put together a redevelopment plan for the region.

Nominations for the leader of the region are closing Oct 10th. So far, only Tupelope has stated his intention to run. The debate at the moment is over what to call the office, as 'Prime Minister' and 'President' are overused, and 'Supreme Ruler' gives people the wrong impression.

Bandaloon has added an arcade to Lichentia's new forum. We had an arcade on Lichentia's previous forum, but it has had technical issues ever since we converted over to Zetaboards.

CAPRECIA ELECTIONS

Caprecia’s 9th elections have begun with all but the consul position available to candidates to run. The elections consist of the interior, foreign and Role Playing ministerial positions and the Prime minister position. Elections occur in Caprecia roughly every 3 months (every quarter for the year) with the opportunity for members to run and assume positions as much as they wish. The last elections were held in August and for the most part consisted of incumbents. These elections consist of a mixture of both old and new candidates with different views and proposals for Caprecia. It will indeed be an interesting election campaign, and one that will greatly influence the path of Caprecia into the 2010 year. Below is a list of candidates for the October 2009 elections:

OTHER WORLDLY NEWS

Other interregional news


----Neighbouring Renatia is current experiencing a golden age of its own. The region just topped the “120” mark and continues to grow in size and activity. The foreign minister congratulates Renatia in its development, they have indeed come a long way as a region.

----The Last Kingdom is being started up again by original founder Bromannikha and afew other senior members. As to whether they will go back to their glory days is unknown.

----Former Prime minister Kurt along with afew other senior members announce their pending departure of New Liberalia and nation states as a whole. The news has hit the region hard, as if it has not suffered enough due to its ailing population.

KING RETURNS TO UKB

The former King of the United Kingdom of Britain, King Alfred I, has returned from inactivity. Long feared dead, having been inactive for many months, a new King is now on the Throne, and indeed, a new ruling house. Alfred left the region many months ago, and has now returned. He has said he fully supports the new King, and will sadly not be very active in NS anymore. The news comes on the eve of UKBs Silver Jubilee, one year exactly after the region was founded.The former King was created a Lord Justice (Judge) by His Majesty King Lawrence, and also granted Alfred Batten (his new name) a peerage, creating him Duke of York. As a sign of his long devotion to the region, the Duke was also granted the style of "His Highness". The news comes as UKB obtains control of The land of Kings and Emperors, and in the middle of elections for Prime Minister. Currently, as of 23:00 GMT, 18th October, the former Prime Minister Keiren Montgomery Scott of the Loyal Conservative Party looks set to win, with currently 6 votes to non against his opponent The Honourable Magistrate John Franklin, running as an independent.

UKB celebrated its Silver Jubilee today, however, the celebrations were largely low key, despite the new activity of the Duke of York and the reclaimation of the LKE. Rumours are abound that the real celebrations will be held next week, at a huge jubilee ball on the UKB forums. There is also talk over whether to rename UKB an Empire, and over the difficulties this would bring with many titles.

Four candidates of five were elected to the House of Commons recently, with Keiren Scott, James Kennedy, Richard Avelton and Edward Nickell/Rose Pritchard being elected. The Loyal Conservative party has the majority, with three seats out of four, and Nickell/Pritchard forms the opposition, with his party (Labour) holding one seat.


GNN BANNED FROM NEW EARTH

In the first ever news story of this type, GNN and GIRO have been banned from the region of New Earth, by their leadership, after they had claimed that the article written about them was pro-defender, a threat to their 'national security' and that it may influence their pro-raider citizenry. While the article was, infact, pro-defender, as written by one of their diplomatic contacts, it has not been retracted. Ramsos of GIRO had visited New Earth to explain that GIRO was 100% neutral and offered a conference to discuss the matters. Dispite this, New Earth has temporarily banned all GIRO and GNN features from their forum, and forbid their members from submitting news.

Certainly Ramsos of GIRO hopes that this issue may be resolved at some point in the future and that New Earth understands that any region may submit news, and have it published, and that New Earth is more than welcome to at any time as well.

Dictatorship VS. Democracy

It matters not whether you like a citizen or not.
Abusing the rights of one citizen is abusing the rights of all and protecting the rights of one citizen is protecting the rights of all.


Declaration:
Nation States is a game of Government simulation. The Forums are where we live out the rules and even get an opportunity to create the rules we will all live by. I believe that with great power over the forums comes great responsibility.

Question:
If a region has declared in its Government documents that Citizens have rights, should the Powers that Be (TPTB) be held accountable for illegally taking those rights away from a citizen without a trial?

Statement:
There is a man known by many names and in various regions. Nivogal, Govindia, Gunter Boerner, Niv and others. He was until recently a citizen of the Imperial Britain region. He believed that he was protected under the laws of the region from administrative abuse of his rights. TPTB got advice from several prominent citizens (Peers of the region) and without bothering to bring Nivogal to Trial, declared him guilty and banned him from the region.

Personality:
Niv is a highly educated man who lives his life on logic rather than emotions. He lacks many people skills that others take for granted and he is aware of this lack. He struggles to understand people who act on an emotional level rather than on their intellect. He tries his best to live by the golden rule of doing to others as you would have them do unto you. His actions and attitudes often grate against the nerves of others because of the directness of his communication. Many leaders feel he is a thorn in their side.

Presentation:
First I will post the Charter and Code of Laws for the Imperial Britain region. Next I will post my attempt to start a trial that would restore the rights Nivogal has lost. Next I will post my own 10 point response to the post made by TPTB. Lastly I would truly like to know if you think that a citizens civil rights have been violated without due process of law. Perhaps I have missed something.


I tried to get a court case started to restore the rights of Nivogal. Here is the response posted in the thread.

Now maybe you didn't read the thread where I explained why the ban was in place, maybe you didn't, if you didn't then go read it.

The decision to bypass the Judiciary stage was not taken lightly and I asked for (and got) the approval of all Peers on the matter

Whats interesting about the above quote is the dilemma of who to appoint to judge the case. The Solicitor General at the time would not have been deemed impartial and as much as I think of all the other viable judges that would be worthy of picking, I'm pretty sure they would have been swatted aside as biased as well. I could of course have gone straight to the Queen's Bench and done it myself but there would have been no chance of Nivogal respecting my position or any decisions made. Regardless of how impartial I'v tried to be, Nivogal has never respected my position as PotR and has called me biased against him many times unjustly. If it wasn't for me trying to keep the peace then this would have happened a long time ago.

One of the cases I brought up to stop legal proceedings is the fact that this region is not as strong as it was and bringing a case against Nivogal would have been very taxing, as I'm sure even you know, Nivogal is not someone who backs down regardless of who or how many people are telling him and when activity is at a premium theres no point tying active people up with a lengthy case and driving away any new or occasional members by having the forum reduced to squabbling.

like it or not, Nivogals behaviour both on and off the forum were becoming a concern and two of our active members recently quit the region stating him as the reason. We can't afford to have people driving members away and something had to be done.

Finally, and I'm afraid I havn't the energy to dig out quotes, but this was by no means without warning. Nivogal has meritted official warnings from peers (admin) numerous times due to his behaviour and has been involved with the majority of arguments on the forum. His behaviour during a treaty discussion with another region was unprofessional and was the straw that broke the camels back.

If you're not familiar with it then it's a shame you came to defend him without knowing why he was banned but very quickly:
Niv assumed he should be involved in the treaty negociations therefore made a grand fuss it thus clogging up a diplomatic discussion thread as he tried to argue his way in, numerous requests were made for him to stop and despite his posts having to be split and removed from the thread he continued to post, when an offical warning was finally dealt, he then went to another area of the forum and continued to argue his case despite lack of any support on the issue.

Now although his actions do not accurately fall into one of the categories of our legal code, this doesn't mean he had done nothing wrong. His behaviour, although profanity free, has been unacceptable and unprofessional and his confrontational manner had become a disturbance within the region.

So in conclusion, the Decree banning Nivogal was a last resort, no judge would have been found to hear the case that would have met with either the defendants or the protector's approval (that means, I wasn't about to bring someone in who was completely unfamiliar with our laws to hear the case (not to mention, Nivogal has been in a lot of regions so finding someone entirely impartial would have been troublesome)), warnings had already been given and ignored, Nivogal showed no remorse over his behaviour and continued to make himself a nuisence to citizens of IB.

I'v already used 'in conclusion' but finally:

If, upon his return, Nivogal wishes to press charges against me then he is free to do so in person once he returns HOWEVER the Decree banning him will remain in place and the terms will not be reduced. Before I was able to respond to this statement, the thread was locked! TPTB have left me nowhere to raise my voice in dissent at their actions. That is why I am here now, using the voice of the press and reaching into as many regions as I can to help fight for the rights of us all by seeking the restoration of the rights of this one man.

So then, what you are saying basically is that Imperial Britain is a benevolent dictatorship ruled by the Protectors of the Realm (PorR) who have undisputed ultimate authority and may take direct actions against citizens without the benefit of a trial as long as they believe it is in the best interest of the region and have approval by the peers.
Interesting.
1. My first quote referenced a nation being booted from the region. The Region being the body where the nation resides and the forum being the voice of the nation/body, I believe they are united. If not, then perhaps the law should be re-written to address both body and voice to provide freedom of speech to the citizens of the region. According to the Charter: Imperial Brittain:

There are certain inalienable rights afforded to men around the world that no government has the right to abolish. "To secure these [inalienable] rights [to life, liberty, and the pursuit of happiness], governments are instituted among men, deriving their just powers from the consent of the governed... Whenever any form of government becomes destructive of these ends, it is the right of the people to alter or abolish it, and to institute new government, laying its foundation on such principles, and organizing its powers in such form, as to them shall seem most likely to affect their safety and happiness." I contend that there is something wrong with this government when one man, a citizen of this realm, can be silenced without due process of law. His rights have been egregiously violated. Yet no punishment will be forthcoming because the people of this region who have the power to protect citizens rights are rather abusing it with impunity!

Is this the reference you are using to ban Nivogal? I would agree that his behavior in the diplomacy thread and elsewhere was disruptive. However, section D of the same code reads: [QUOTE=Law Codes] Chapter 2: Article 1

Was Niv sent a telegram with your reasoning explained? Has he been provided the opportunity to appeal the decision? No. There was no court case for him to appeal. Do you believe citizens have a right to appeal sentences banning them?
5. To be honest, I could not find the thread where the discussion of the banning or expulsion of Nivogal was mentioned or discussed (only those mentioning it after it had been accomplished).
6. Bypassing the judiciary system is a common tactic for Dictatorships. Stalin never held court for those accused of crimes against him or the country. He simply had people rounded up and either sent to Siberian Gulags or summarily shot. Your actions are setting a very bad precedent here and do not resemble those of a legal democracy.
Not being able to find a non prejudiced judge is not an excuse for robbing a man of the right to face his accusers. There are many in the NS world who have no idea who Nivogal is. You could have asked the people to locate a judge and one would have been produced speedily.
This is a game. It is played by people who post their opinions. Where better to play out this game than in a court of law? I believe it would have increased the levels of activity as people on both sides of the issue weighed in with their opinions.
Instead, only those on one side got together. No one was there to represent Niv. Ya’ll simply agreed that he had to go and so he got the boot.
7. You are claiming protection from prosecution for usurping the rights of citizens because of wording of the Population Crisis Act due to the existence of a population crisis.
Do you realize that there is a hierarchy of laws? That the Legal Codes cannot usurp the Charter of Imperial Brittan and that Acts cannot abridge rights guaranteed in the Legal Codes? Charters, Codes and Acts run in that direction for a reason. You must realize this because it is called out in article 5 of the Charter itself. [QUOTE=Imperial Charter] Article 5:

Innocent until PROVEN GUILTY. There was no court case. Evidence was available and yet no one brought it before the courts where it could have been made plain and clear to all that he was guilty as heck and deserved to be banned. Yet, without being proven guilty in a court where he may have tried to defend himself he was simply tossed into outer darkness. Do you believe that because several of you got together behind closed doors and decided this yourselves that it is right to usurp the Charter?

8. The Population Crisis Act was not intended to be a weapon to abuse the rights of citizens. It was intended to stop the loss of citizens and to increase the population of the region. Banning Niv does neither of these things and has not increase forum activity in the least! However, this does not mean that his rights should be summarily suspended without due process. Try him for the crimes he is accused of and THEN ban him if he is found guilty and deserving of a sentence of banning. Everyone deserves a chance to face their accusers.

10. Lastly I would like to say that if there are people who do not like someone else who is a citizen in one region (or more) then they don¡¦t have to respond to them or their posts. If you don¡¦t like someone (and I have been disliked in several regions because of my religious beliefs) then don¡¦t talk to them. Ignoring them is not that hard to do. Threatening to leave if you don¡¦t get your way is a childish act and unworthy of a person claiming citizenship. Those who threaten to leave because another person whom they don¡¦t like posts 20 or so times a day will not stay around daily even if the other person is gone. That kind of threat should not be given weight even if it is acted upon. Indeed, those who leave usually would leave anyways and also normally return eventually.

So in Conclusion, banning Nivogal from the forums of Imperial Britain without a public trial is an unlawful act.

With the retirement (and somewhat abandonment) of Sopo from the Premier slot and NS in general, Leone was left with two men to lead her. Cornwallis the Pope or Likako. With a 9-2 vote Cornwallis won the election, (surprise) but was it the best choice? While we were all very happy to have such an experienced man lead us, we now know that it seemed almost out of obligation. Or, in the classic anti Corny words, another trophy in his power hungry shelf. The region with major absences from its two founders and loving ex-Premier found itself in yet another activity slump with the new head honcho not doing too much about it. Should we have learned from a year or so ago when Corny held the Premier reins? Seems so. With a little under a month left in his term, citizens are starting to wonder if we can ride this out until the next election? Lets hope folks, because a month is a long time to wait and a lot can happen.

Presidential Elections

The Presidential election was not the biggest of contests, with the Socialist candidate Thandryn, only putting himself forward to ensure that there wasn’t just one name on the ballot.

On one hand reformists, led by new PM Karputsk, wish to see a totally new, stream-lined constitution implemented, whilst others, led by former PM Likako, think the current constitution should be retained.

***SPIDER*** GNN - YES, IT'S BIAS! ***SPIDER***

There is no mistaking it, GNN is bias, and has biasness in it, but I can assure people that this is unintentional. As I publish GNN, I assume that the reports people put out in their foreign updates all across nationstates are true. Afterall, why would a region lie to its allies? The bulk of GNN stories are taken directly from other NS news sources, foreign updates, and major announcements on all regions that have lodges. Those stories are generally read by me, but you should understand that I cannot possibly know the whole side to everything. What makes GNN unique is the frequency in which it is published. We publish at least 4 times a week, and sometimes more. No other news agency in the history of the game has done that since NSN. And unlike NSN, GNN has actual stories, not just one-liners of the latest invasion and liberation.

I cannot possibly edit and investigate all that there is out there for every story. GNN runs on average 4 stories per issue. The time required to interview people, do a bunch of homework and such to get a story out is astronomical, and by the time I had finished, the event would be long gone and out of date.

Either, you want GNN to post frequently on a number of regions, or you want GNN to post once in a while (say once a week) on just one story. The point of GNN is not to do in depth articles on anything but provide a reader who knows nothing about the outside world a glimpse at what is going on in other parts of the world, maybe even parts they have not even heard of. Hell, I have learned more regions exist and are active than I ever thought in this game.

So, GNN is bias, I accept that, but you must understand a few points from me, your editor:

1. The stories in GNN are stories that are compiled from other sources. I figured if I put the source, you would blame that person, and not nag at me.
2. GNN will continue to publish frequent stories, accurate or not, as there is no way to fully research everything.
3. Your complaining comments are appreciated, but annoying. Rather than complain to me, why dont youa ll start writing your own stories and submitting them to me, rather than leave me to meander around forums trying to find something that someone would be interested in.

Oh wait, that third point - as soon as that happens, GNN would probably sink. not from the work load on my part, but because I would be leaving the news up to each individual person, and rest assured there would be so much more biasness and propaganda it would be sickening.

So, I say this. This is GNN news - its not perfect, it never claimed to be, but you must understand that this is probably the best it is going to get for a near-daily newspaper in all of NS - unless I magically grow a research and editing staff of at least 50 like the real newspapers of this world do!

The Mayans predicted, my grandfather told me about it when i was young, the Chinese are also said to predict it, and the Bible has a very similar story too in the Book of Revelations. So what is going to happen on 2012?

On October 24, our well awaited region had opened up quietly, the forums already prepared by Headmaster Gellert Grindewald, better known as Island Union, and Headmistress Ariana Dumbledore, better known as Earth22. Prefects of the Houses of Hogwarts had already been chosen and the Sorting Hat was ready to be implemented. When we opened Gellert posted an advertisement in GIRO and threads in a few regions around that we frequent. Many knew about the region before it was actually created and flocked to join us as it opened its doors.

The History of Wizardry already seems to be a bloody one. With the release of the first ever chapter of it, a well known character of the Harry Potter series is killed.

GIRO NEWS



GIRO TO START GOVERNMENT
The GIRO forum has long been a regionless forum, however, starting November 11, Ramsos will be giving players the option of signing up for 'Citizenship' with GIRO, and role play the start of an actual regional government. So far, on the GIRO forum a 'General Assembly' and a 'Constitutional Convention' have been established.

Ramsos has listed the basic requirement that any nation from around the world may participate, as long as they have their puppet nation in the region of GIRO and the Citizenship Application be filled out.

The GIRO Government will be Democratic, without any form of military, and be as neutral as possible.


REGIONSTATES CLOSES
Ramsos closed RegionStates today as a failed role play government game. Dispite some bursts in activity, the game was not active enough to sustain itself.


GNN TO BEGIN INTERVIEWS
GNN News will begin to interview those who apply on the GIRO forum. There shall be one interview a week, or more if time permits. Nations may apply on the forum.

PRO DEFENDER RULE IN EQUINOX COMES TO A HALT

The face of the Equinox government changes for the next two months, as it appears the well-publicized defender-friendly government in Equinox has come to an end.

Previously in Equinox, the Chancellor position (head of government and second only to the non-political King) has been held by Hadisthe, a defender with the Axiom Guild; Morrenstien, a pro-defender Equinoxian who has served most of his time in the Axiom Guild; Karputsk, a long-time defender also present in New Sorvun and the FRA; and most recently, the honourable lady J Delight, who while not a defender herself, is a member of the Jethnea Guild, a member of the Founderless Regions Alliance.

These leaders have served Equinox in its highest elected role since its inception a year and a half ago, and because of it, Equinox has developed a stigma of being pro-defender, despite King Falconias's valiant efforts to claim its neutrality.

Until now.

Last week, highly popular spammer and member of the Church of Equinox, Antracia, won the Chancellor election by a mere vote (8 for Antracia, 7 for J Delight and 4 abstains). Antracia has an unusual popularity amongst defenders in Equinox, because he is more widely known as Diddly Squitt, a prominent member of The Black Hawks and current head of their military.

Antracia was the first major leader of the Claf Guild, a guild formed between Karputsk's Trade Guild and Ann's infamous Vojna Guild. Antracia was quick to express the Claf Guild (backwards for Falc) as a raider guild, and made efforts to expand its ranks.

The Claf Guild however, has never been successful. Its second re-incarnation, the Ministry of Silly Walks, was an enormous disaster and nearly killed off the guild entirely. However in recent months we have witnessed a slight gain in power through a third re-incarnation of the guild, called the Church of Equinox, headed jointly by Sopo and Antracia.

It remains to be seen whether or not Antracia will pursue a raider agenda in Equinox, but it certainly changes the face of Equinox across the NationStates landscape.

EQUINOX CHANCELLOR'S COMMUNIQUÉ

Greetings! I'm Antracia, Equinox's new Chancellor.

First of all, I'd like to say a quick thank you to all who voted for me and a special recognition to J Delight, who was undoubtedly the best Chancellor to date. To be honest, I'm not sure how I won over her but now I'm here, I intend to do my utmost best.

Last term started with an all star line up for the cabinet, bringing old and new ideas into a package that, quite frankly, blew us all away. The activity and dedication shown by the last cabinet is something to be looked at as a model for this cabinet to follow and build upon, which is what we intend to do.

There have been some resignations since the last cabinet, so the team has changed slightly, but it is with confidence that I can say that this cabinet will match, or even (dare I say it) better, the last one.

And that's not some outlandish campaign promise-esque statement. I truly believe that we have the potential to lead Equinox into a new era of growth and activity.

I would like the citizens of the region to know that they can count on us, wherever the region may go and that hopefully this place will be one of happiness, prosperity and general greatness.

Last month, the Renatian Election season was well underway. The voting had just started and all candidates were sitting nervously on the sidelines, waiting to see if their hard work had paid off.

After a week of voting, the votes were tallied and the results were as follows:

Region Minister - Incumbent Eleben wins again for his second consecutive term in the position.

Roleplay Minister - Like Eleben, Conortropolis is another victorious incumbent, also taking the position for the second consecutive time.

Justices - After being left with only two candidates to fill three spaces, it was no surprise that Linni and Pearseville No Rif Raf succeeded in becoming Renatia's first High Court Justices. They are joined by Consul Narda, who takes the third seat as the Consular stand in. Of the three, Pearseville No Rif Raf was elected to be the Chief Justice; the principal conductor of the Court's affairs.

ACTIVITY DWINDLES IN ROYAL FEDERATION OF NATIONS

Chairman Blluedevil made a statement today addressing the RFN's drop in activity.

The Royal Federation of Nations is currently experiencing a dwindle in population and activity is becoming slow. As a response to these reports, I have unofficially created the position of "Secretary of Recruitment" that will be under the control of the Executive Council until things pick up. The Royal Federation of Nations will be hosting its first formal elections this November 1 and ending November 3. These are dangerous times and it would take great leaders to help pull the Royal Federation of Nations out of such a slump. I would urge each and everyone of you to get involved with the elections by help leading this region into a eminent success for revival. I encourage members of the Royal Federation of Nations to draft up detailed plans on how to keep us active and I will be implementing those plans if the crisis drags on. I am tackling the inactivity and population crisis by grabbing it by the horns and wrestling and asking that you also help me do this. Royal Federation of Nations is a great home to many talented people who are looking for guidance. Let's help find each other and lets make Royal Federation of Nations one of the most happiest and friendliest people. The Dominion Government has been busy. The First thing on the list was to overhauled is constitution as well as an overhaul to the government, again. Multiple old bills repealed to clean up the General Assembly, a Multi-regional Senate has been created to strengthen the central government and give better representation to The Dominion's Federal States, and the Flag has been upgraded.

The Holy Empire Adopts Religious-Based Flag
At the beginning of September, the Empire discarded the old British-themed flag and adopted a new flag, with the Cross of Jerusalem superimposed with the symbol of the Fominov House, the double-headed eagle, which bears the fleur-de-lys of the Crown. More flags were released one month later, those flags being that of the Imperial Military and the regions composing the Empire. In the words of The Metropolitan, a State run news publication, "The new design gives New Britannian Empire the aura of the Holy Roman Empire, setting the stage for a new era of glory in New Britannian history."

Royalist Victory...Again
The Royalist Party, by far the largest and most influential party in the Empire, has again won the Premiership elections, resulting in another term for His Grace the Duke William IX. This victory has make His Grace the longest-serving PM ever, having four consecutive terms, even surpassing the party's original founder.

His Grace won 89% of the votes, 8:1.

The Imperial Wedding
His Imperial Majesty announced this weekend that he was engaged to be married to Ruxandra Cosmina, Duchess of Burbatten. The Empire was extremely jubilant at the announcement, though no date has yet been set. In the words of His Revered Grace the Archbishop, "May God extend His Mercy onto this union that it may last eternally in His Eyes and in His Church!"[/justify]

GIRO TO FORM GOVERNMENT[/b]

GIRO Guardian, Ramsos broke tradition yesterday and has announced the formation of the first ever GIRO Government, turning the forum-only GIRO, into one that also has a region. He made the following statement:

In keeping with the tradition of GIRO, the government here shall be neutral. There shall be no defender/invader leanings. But purely independent and neutral. Following his vision statement is the General Assembly act, Ramsos first step towards establishing an official government for the region of GIRO. Only citizens of GIRO may vote in the General Assembly of GIRO, of which there is only Ramsos as a member.

Dispite this, public reaction over this news is mixed.
