The following is a direct quotation from the 10000 Islands Constitution (Article V) and from the NationStates Rules (FAQ/Etiquette). These rules define expectations for civil and courteous exchange on all the boards of this forum. The proprieties will be observed on all occasions.
"5. The following are recognized as the inalienable rights of the member nations of the 10000 Islands. ...
5.2. Freedom of speech. The general government shall make no law restricting the freedom of speech within the 10000 Islands beyond those rules governing all participation and etiquette in NationStates. In keeping with the NationStates rules of etiquette, the following behaviors will constitute grounds for immediate ejection from the region and reporting to the game moderators:
5.2.1. Posting of any content considering spamming, including content that is obscene, illegal, threatening, malicious, defamatory, or otherwise understood to be spam. This applies to a nation's name, motto, and other customizable fields, any messages written, images posted, or any other content uploaded or linked to NationStates.
5.2.2. Also prohibited is the practice of "griefing." Griefing is playing with the primary aim of annoying or upsetting other people. If you do this, the game moderators may take action against you.
5.2.3. Attempting to steal another nation’s identity, since this is fraudulent behavior and breaches the NationStates terms & conditions. The same applies to any attempt to impersonate another player, including attempting to hack nation or region passwords.
5.2.4. Known member nations of invader regions and groups may be ejected at the discretion of the Chief Executive, or the UN delegate if so empowered."

The practice of seeking out large numbers of UN endorsements by swapping them with other members of the region has a rude name in NationStates: endotarting (ET). Practitioners are called endotarts.
The reasons ET is frowned on include at least the following:
1) It provdes a means by which moles from other regions seek to overthrow the constitutionally elected UN Delegate. While this is a remarkably stupid tactic in regions with an active Founder, it can nevertheless be a disruptive nuisance. Don't undermine the peace and stability of this region.
2) ET can foster an unhealthy form of competition among neighboring nations, rather like 4th graders collecting lists of who thinks whom is the prettiest girl/strongest boy/biggest brain/whatever in the class. Grow up and work together.
3) ET distracts the focus of attention from the more constructive and important parts of the game, especially in a region like 10000 Islands, where dedication to defense of weaker regions is our Grail Quest. Stay on focus.
4) Like all forms of solicitation ET is basically annoying and demeaning activity. Have some self-respect and show what you can accomplish by contributing to our community from your talents and imagination.
The practice of collecting endorsements by swapping is actively discouraged in our region. Section 2.2.1. of the 10000 Islands Constitution provides as follows:
Quote: 2.2.1. Any nation that is not a member of TITO shall not be eligible for election to become the UN Delegate of the 10000 Islands. Furthermore, any non-TITO nation which at anytime receives more than half the current endorsements of the serving UN Delegate shall be subject to ban from The 10000 Islands for a period of 48 hours.
Note that the ejection of a endorsement collector is not permanent and in no way should be construed as a personal attack. But it is a rule that has been strictly enforced and will continue to be so.
