Collapse of the Government

Hundreds of masked hoodlums prowl the streets of Kannex's major cities. Some multimillion-derwen houses in south Hwaiteu were ransacked. Other desperate residents barricaded their doors and windows to keep the feral yobs away.

One woman, Ren Tressorea, woke to find two thugs in her bedroom after they had smashed the front door down.

Nearby, a couple fled their burning flat above a supermarket in An-Ping district (which ironically means "Peaceful area") after it was petrol-bombed.

Composer and violinist, Iisugen Regkilig, 29, was watching TV news of the riots with her boyfriend when violence erupted outside.

She said: "A huge gang of people just swarmed down the road. They started hurling anything they could lay their hands on to break the windows of the shop below us and the bar on the opposite side of the road.

“We couldn’t tell exactly what was going on and started putting stuff together because we were already scared. “There were no police to be seen anywhere.

“I remember hearing someone shout ‘Let’s start a fire’ and my boyfriend saying ‘They’ve got petrol bombs’.

“We didn’t want to wait around and made a run for it through the back door.”

The fire destroyed all their possessions apart from her prized violin in its protective case.

Dozens of shopkeepers were robbed in the area. One was beaten up by looters demanding cash. Residents of a local block of flats huddled in a communal hallway as a screaming mob tried to forced their way in.

As the riots continue, it becomes impossible to distinguish between political protesters and rioters, though Kannexian police forces have been known to crack down on both. An internet call for a "Seongjang Uprising" was answered by nearly a thousand rioters in Seongjang-Dol, Kannex's largest city.

In Hwaiteu, the capital, 17,000 police officers patrol the streets. Official leave has been cancelled and many officers have been recalled from vacation. Clashes between demonstrators and police are not uncommon in and around Hwaiteu City, however.

The riots are quickly being relabeled as "rebellion" or "uprisings" as hundreds of political demonstrators resort to violent means, such as burning government buildings and attack government employees.

June 10th (same day)
Imperial Armed Police and Hwaiteu policemen flooded Embassy Row 20 minutes after reports of an attack on the HumanSanitarian Embassy first came in. The embassy staff, comprising Ambassador Sarah Crismatheson and 16 other staff, are missing and are believed to have escaped. The HumanSanitarian embassy building was burned to the ground after being ransacked and stripped of all valuables inside.

In the evening, a young man allegedly trying to break in the Globexian embassy was shot and killed by a Kannexian guard.

Several windows of the Malecian embassy were broken by a stone-throwing mob. A Kannexian employee trying to stop the crowd was nearly beaten to death at the gates of the embassy building.

In Seongjang-Dol, three people were run down after a car drove dangerously towards a crowd of civilians. This includes one Bobean of Cheneri Kannexian descent and two Mutanatian tourists. Many others were injured.

Residents of major cities have formed vigilante groups to protect their neighborhoods, including a rumored 3,000-strong "Tzariye Defense Battalion".

All foreigners in major cities have been ordered to stay inside, including reporters and journalists. Many airports have been either shut down or have been forced to cancel much of their flights.

Gentlemen,

It is with a heavy heart that I watch the country of Kannex tear itself apart. My respect for Kannex runs deep, as our two peoples have a long history highlighted with cooperation and trade that has been profitable for both our nations and our poeples.

As your ally in ANMO, I offer my full support to you and stand ready to assist your loyal forces if you should choose to fight.

But I also understand the ramifications of a full scale civil war. As you are aware, Malecia fought a disastrous civil war 20 years ago that decimated us. We can still see the scars of that conflict on our land, and on the faces of our veterans, but most tellingly, on the gravestones of the millions who died.

I am offering asylum to both of you and to your loyal citizens if you wish to leave Kannex. Your embassy here will remain open and your diplomatic staff will continue to be treated with the utmost repspect.

Inside the Boltorian Embassy, June 10th, 2016

Ambassador Mark Richardson ordered his staff to the third floor of the embassy. He then read the transmission from the Boltorian State Department's Secretary's office, which ordered all staff to destroy all documents and remove computer hard-drives and to be ready to leave the country, the State Department were going to organize transport for all non-essential staff and citizens out of Kannex if it became life threatening to remain in the embassy within the next 48 hours. The transmission also stated to allow any Boltorian citizen asylum within the embassy until the complete evacuation of the embassy or the Kannexian government stabilises the situation in the capital.

Captain Whitechurch, Officer in Commander of the Boltorian National Guard in the Hwaiteu embassy, ordered his men to split into their two watches - Day and Night, equip rubber bullet ammunition in their weapons, then he went outside into the courtyard of the embassy with the rest of the Day watch to see if he could get any information from the Kannxian Imperial Armed Police outside.

RC: Good Afternoon. Breaking news from Kannex today as the government of Prime Minister Jahun Agagisan has been removed from power by an uprising of Kannexian citizens. We go live to seongjang where long time correspondent from Kannex Jacqui Lefevre is standing by. Jacqui?

Cut to Jacqui Lefevre. Behind her, there doesn't appear to be any rioting or violence, but in the background, shouting can be heard along with sporadic gunfire.

JL: Thanks Roger. This morning, at 6:00AM Schlider Mean Time, we attempted to contact the Kannexian government press liason to foreign media. For the first time since I've been stationed here in Kannex, the phone not only went unanswered, but it was actually not working. This is a very bad sign Roger. Kannex has, as you know, a very modern telecommunications network with built in redundancies. In theory, this shouldn't be possible. But some former government officials, who spoke anonymously, stated that this is just the beginning.

RC: Jacqui, are we looking at a possible regime change in Kannex?

JL: That's anyone's guess Roger, although one thing is certain: the Agagsian government is no longer calling the shots here.

The crowd noise gets louder and in the background, civilians with clubs and bottles appear on screen, followed by police in riot gear.

RC: Jacqui, what's that going on behind you?

JC (moving out of the way as the camera zooms in): Roger, this is what's been happening for the past few days here in Seongjang. We are actually about two kilometers from the Malecian embassy, which has been evacuated by the way, and the fighting between protesters and police has been breaking out across the city. As you could see, we were in a relatively quiet area, and now, the fighting has shifted toward us.

RC: Jacqui, what's the word from LUSS and ANMO? Are they planning on intervening?

JL: There's been an information blackout here Roger. (A protester runs toward the camera as it zooms back out and Jacqui reappears in the frame) But from what we've been able to discern, neither the Emperor or the Prime Minister has sought help- (picture goes to static, cut to RC who is looking off camera at a monitor).

RC: Jacqui? Jacqui, are you still with us? Jacqui?

Slowly, Coakley, who is visibly shaken, turns back to the camera. He straightens some papers and clears his throat. He looks up at the camera with wet eyes.

RC: We've uh... We've lost contact with Jacqui Lefevre. We're going to take a short break while we try to resume contact with her.

(Cut to commercial)

June 11th, 2016 | 7:00 AM | Inner Court of the Imperial Residence

Emperor Dovira Freisth was resting on a comfortable sofa in his room, watching television as he stuffed pieces of chocolate in his mouth. The Emperor was dressed in his informal robes and was looking quite calm despite the television reports of rioting and deaths. However, the chaos did not reach the Inner Court of the Imperial Palace, for the Palace was well protected by Imperial Armed Police and the Elite Imperial Guard.

"Bei-xya," Duke Gwong Vwaiser, the Grand Chamberlain, said as he entered, bowing to the monarch. "Message from the Malecian President."

The Emperor accepted the message and skimmed through it. He then placed it aside. "Such a measure is unnecessary."

"Your Majesty, your humble servant asks you to reconsider. The situation is getting out of control. The foreign embassies are evacuating."

The Emperor chuckled and stood, turning off the television. "I am not a foreign ambassador to this country, Duke Vwaiser. As the Heavenly Emperor, I do not plan on leaving this country, nor do I plan on sinking along with the ship."

"Then... Your Majesty...?"

Emperor Dovira strolled around the room, hands behind his back as he thought about the situation. "Duke Vwaiser, do you know how easy it is for me to mobilize the entire military forces of the Empire? With only a few words along with my signature, I can call upon the 18 group armies of the Imperial Army and take control of Kannex."

"Your Majesty, that would be a bold move. Especially when Parliament is dissolved in all but name, Your Majesty."

"Is there anybody in Parliament that we can trust? Someone that is loyal and popular among the masses?" the Emperor asked.

"Well, Your Majesty, there is that fellow from the Fatherland Party. His name is Yinggi Tungtsyo. He's a four-star general of the Imperial Army."

MARTIAL LAW OVER KANNEX

All six military regions have been placed under high alert. By the decree of the Emperor, the 1st, 13th, 14th, 15th, 26th, 27th, 39th, and 40th Group Armies have been mobilized and are forcing their way in their assigned regions to clear out the bandits, rebels, and barbarians that have been plaguing the streets of the Empire. Suspected rioters will be shot on sight. All civilians are ordered to stay indoors. Imperial Armed Police and local security forces are ordered to cooperate with the military in restoring order to the Great Empire.

The Imperial Navy and Imperial Air Force have been mobilized as well. Not a single aircraft or vessel is to enter or exit Kannexian airspace and territorial waters without permission from the military. Violators of this order will be shot down without question.

Airports are shut down. Foreigners are to stay indoors and have their passports and ID ready at all times. The sale of alcohol is forbidden. Internet service is to be shut down all across Kannex except for government websites. The military has been given permission to detain and arrest any suspicious persons in their homes. Houses may be searched. Cameras and cell phones may be confiscated.

Most of the senior leaders of the Imperial Parliament have been arrested by the Imperial Army. Foreign reporters and journalists have also been detained. Five Aersoldorfians, suspected of looting, were killed. One Malecian reporter was shot and killed in a clash between rioters and the military. According to a Malecian reporter in hiding, the death toll may be as high as 2,000. Thousands across the nation have been arrested. A dozen bandits were summarily executed by firing squad in Seongjang-Dol.

June 11th (same day) | 3:00 PM | Parliament Building
A forty-something lean man in a dark suit walked slowly to the stage at the front of the House of Commons Chamber. As the camera zoomed in, his graying hair and flat nose could be seen, along with his intelligent dark brown eyes and a suspicious smile that made people want to look behind their shoulder.

"Gok-vi dai-ga, tzu-hao. Che hae Kuo-Woan gyui-huai, Yinggi Tungtsyo. [Greetings, ladies and gentlemen. I am a Member of Parliament, Yinggi Tungtsyo.]" MP Tungtsyo spoke calmly and in a reserved manner, as if he was born to make speeches like this. He spoke in slow, clear, and somewhat soothing Kannexian. "In accordance with His Majesty the Emperor's wishes, the Imperial Government has convened a meeting here of the members of the House of Commons and the Senate, calling on everyone cooperate with the Imperial Court and Imperial Armed Forces to curb turmoil, to restore normal order to society, and to maintain stability and unity in order to ensure the triumphant implementation of our reform and the return of glory to the Empire. [Applause]

"Youth of Kannex, whose minds have been corrupted by dreams of anarchy and chaos, have set out to pillage, loot, rape, and murder in cold blood. The anarchic state is going from bad to worse. Law and discipline have been undermined. Many institutions of higher learning have come to a standstill. Traffic jams have taken place everywhere. The Imperial Government have been affected, and public security has been rapidly deteriorating. All this has seriously disturbed and undermined the normal order of production, work, study, and everyday life of the people in the whole municipality.

"The situation in Hwaiteu is still developing, and has already affected many other cities in the country. In many places, the number of demonstrators and protesters is increasing. In some places, there have been many incidents of people breaking into local government offices, along with beating, smashing, looting, burning, and other undermining activities that seriously violated the law. Some trains running on major railway lines have even been intercepted, causing communications to stop. Something has happened to our trunk line, the Hwaiteu--Seongjang line. Today, a train from Kudgol was intercepted. The train was unable to move out for several hours

"All these incidents demonstrate that we will have nationwide major turmoil if no quick action is taken to turn and stabilize the situation. Our nation's reforms, modernization, and even the fate and future of the Great Empire of Kannex, built by many loyal martyrs with their blood, are facing a serious threat. [Applause]

"The Imperial Government has time and time again pointed out that vast numbers of youngsters are kindhearted, that subjectively they do not want turmoil, and that they have fervent loyal spirit, wishing to push strengthen the Empire, serve His Majesty the Emperor, and overcome anarchy and corruption.

"At present, it is becoming more and more clear that those few people who attempt to create turmoil want to achieve nothing but chaos and the overthrow of the Imperial Government, the Constitution, and the Great Empire itself.

"Their disgusting, sickening acts will no longer be tolerated. [Applause] The Imperial Army has been mobilized, and the Imperial Armed Police, Imperial Navy, Imperial Air Force, and other security forces are asked to cooperate. All across Kannex, group armies of the Imperial Army are pushing into cities and putting down the riots. We believe our actions will surely have the support of the Emperor, all members of the Imperial Government, and the broad masses. [Applause] We believe that we will certainly have the backing of the Imperial Kannexian Armed Forces, which are entrusted by the Constitution with guarding the country. [Applause] At the same time, we also hope that the broad masses will fully support the Imperial Kannexian Armed Forces, public security forces, and the police in their efforts to maintain order in the capital and other major cities of our Great Empire. [Applause]"

In a very small cottage located on Eunsaek Island, Anastasia Delfino-Ricco, a 68-year-old Iliadic-Kannexian woman sat in her living room alone drinking tea. Her husband was killed on his way home from work just the other day during one of the many riots in Hwaiteu. His boat was set fire to as it was leaving the docks, and it sank. Out of the 50 passengers, none survived. She sat, thinking about her family back in The Ilium, and how she was shocked that her 47-year marriage come so abruptly to a close. Just then, 3 armed men bashed down the front door. She screamed for help, but all of her neighbors had evacuated the country. Then, to her terror, one of the men took out his pistol and pointed it at her. He kicked her in the stomach, and shot her. She did not survive. They set fire to her tatami mats, and ran, screaming something in Kannexian that sounded much like, "Death to the Emperor!". the entire house burnt down. If not for a gentile rain, the entire neighborhood would have burnt down. The news of this reached back to Ms. Xanthe Delfino-Ricco, who just so happened to be the Commissioner of The Ilium, and Leader of the High Iliadic Church for the Kingdom of God. A very influential woman, indeed. She is better known by the international community, however, as The Abbess Xanthe. She was shocked by the news, and very heavy hearted, and she showed it. During a sermon earlier this morning, she broke down in tears and muttered something about chastising 'them'. The Archdeacon had to take over. The Iliadic Embassy to Kannex was closed, perhaps forever after taking heavy structural damage from being crashed into by a burning semi-truck. Nobody was killed, but all employees were slightly injured. The worst injury was a large bruise after a piece of rubble fell on the worker's leg. IT was a sad day for The Ilium, as almost all stocks plummeted as much as 475 points because of Kannex's current situation. Defense spending is up, and most forces have been concentrated along the north/north-western borders. The abbess made a public apology earlier today, apologizing for her irrational behavior in front of her audience and in front of God during her sermon. While the stocks have made a 322 jump back up since the crash, the Archdeacon has issued a statement declaring:

"The AMS and the Royale Military is ready to assist our ally Kannex with their struggle against the Rebels! *applause* We have also assembled a strike force in order to quickly destroy enemy fringe groups in rapid succession, if called upon by the Imperial Military. *more applause* The Abbess and I have full confidence in the ability of the Imperial Military, and we doubt that our force is necessary, but we will stay vigilant and swift in protecting these Obsidian Shores, and the shores of our allies! *Fifa World Cup South African Vuvuzela sound-sized applause!!! ;D* (cut to a scene of Supercobras and Eurofighters taking off from a Phalanxian airstrip)

Boltorian Embassy, June 11th, 2016

Captain Whitechurch reported to Mr Richardson, while the ambassador looked out a window overlooking the rest of embassy row "Ambassador, the Kannexian Imperial Army has secured Thu-An ward, and the officer I spoke to says that embassy row is safe from rioters, but has ordered us to keep inside the embassy grounds."

"Good, is the telephone and internet network still down?"

"It was online, but all lines were busy last time it was checked, I'll get one of your staff to check again. Only Kannexian Websites are working on the local network, but our satellite up-link is still online and our connection with the State Department server, SATCOM and DEFSAT2 is still online and secure."

"Good, I'll be in the main conference room, Captain please maintain security level 2 for the next 24 hours. Also tell First Lieutenant Collins not to start up the helicopter without my direct authorization, the Kannexian's have pretty much declared all their airspace as a no fly zone without their permission. You are dismissed."

"Yes Sir."

Mark Richardson then looked once more out the window and pondered what the Emperor of Kannex will do next and how it would affect the entire world.

Yinggi Tungtsyo sat around in a table along with several other men dressed in formal suits. They sat in silence for a few seconds before one of them stood up and turned on the lights, revealing himself to be Yae-Kamwei Agagisan, the Secretary to the Emperor.

"I've always said that this room is too dark. Really, I mean, even if we have to hold meetings in utmost secrecy, there is no need for damaging our eyesight, gentlemen," the Imperial Secretary complained.

"Let's move on to another topic, shall we?" said General Ralyanga Thakom, the Commander of the Imperial Army. "Tungtsyo-dyono, I have heard that you have a piece of news for us?"

Yinggi Tungtsyo made a smile. It was one of those scary smiles that signified he was more dangerous than any general. "I've been appointed Prime Minister," he announced calmly, still smiling.

"Well, this moves up our plans, doesn't it?" said General Thakom.

"We're really going to do it then? We're really going to violate our oath to the Emperor?" Duke Agagisan asked worriedly.

"We made an oath to the Empire, not the Emperor," replied Prime Minister Yinggi Tungtsyo. "Our first step will be to keep the Parliament leaders in prison and indefinitely prolong the state of emergency. After that, our plans can go into motion. Any objections?"

"There are none, Prime Minister," replied Archduke Gyotai, the younger brother of the Emperor. "Let us restore glory to the Great Empire."

SECRETARY-GENERAL: The General Assembly of HumanSanity convenes to discuss matters outlined in FARA (Foreign Affairs Related Action) #093, Withdrawl of the Kannexian Embassy. The Secretary-General opens discussion for a period of 24 hours. For what purpose does Mr. Longfellow rise?
LONGFELLOW: I would like to move to support the Bill FARA #093.
SECRETARY-GENERAL: Mr. Longfellow is recognized for five minutes.

SECRETARY-GENERAL: With 37.8 Million (apprx.) votes in favor and 37.6 Million votes against (apprx.) and 0.4 Million (apprx.) votes abstaining the For votes have it and the Embassy with Kannex has been withdrawn. The Secretary-General will notify the former Ambassador to Kannex who will notify the Empire of Kannex. The discussion on FARA #093 is adjourned.
