Fourth and Final Summit of the PCO

Mrs. Hunter will be, once more, representing the Kingdom of Takaram in the PCO.

((Everything must take forever in HumanSanity, considering the twelve-and-a-half million people in the People's Congress.))

"Ladies and gentlemen," addressed Lovisa Abonahan to the gathered PCO delegates. Attendance was lower than expected. "We gather here today to discuss the dissolution of the Pureuda Cooperation Organization.
"As you may know, a new organization, the League of United Sovereign States, has been created with the intent of uniting the nations of XKI in an intergovernmental organization of worldwide diplomatic cooperation. This organization, abbreviated as LUSS, has a well-organized structure and a charter that defines its purpose and functions.
"The PCO, meanwhile, has not turned out as planned. Originally an international forum of cooperation, the PCO has become rather unpopular. Member states and dissenters have lodged complaints regarding the PCO's militaristic and aggressive behavior and its failure to actually cooperate.
"Therefore, I am calling for a disbandment of the Pureuda Cooperation Organization, effecting immediately at the end of this summit. The PCO has failed in its goals, but its successor, the LUSS, will not."

"Malecia for one, feels that the P.C.O. was a great concept, and we move to commend the Empire of Kannex for being the first to suggest the idea, and for having the courage to make it stick," Mr. Blissex states.

"And despite the unpopularity, we feel that with time, it could have evolved into the premier international organization of the day."

"If there is one thing that our history has taught us, it's that the things that are not popular, are often times the things that are worth fighting for the most. Our accomplishments are many and our intentions were not aggressive, but peaceful."

"I close with this: If trying to right wrongs such as genocide, and stop wars that kill countless numbers of civilians is selfish, then we are comfortable with that."

"One final point of order, Mr. Chairman. Will we be discussing the proposed North Medius Treaty today?

((The chairperson is female.))

Ms. Lovisa Abonahan shook her head dismissively. "I believe that is all we need to speak of at the moment." She wanted to make it clear that the North Medius Treaty was not to be spoken about in public.
"If there are no objections, we must proceed to the customary vote. Whether or not to disband the Pureuda Cooperation Organization--'The Pureuda Cooperation Organization shall cease to exist except for the purpose of the liquidation of its affairs.'"

Lovisa Abonahan nodded. "The Pureuda Cooperation Organization possesses assets worth 20 million Echolilian tacos, including the large building we are sitting in at this moment. This is worth approximately 10,390,000 Kannexian derwens and 39,745,000 Takaran aurites.
"As for our debts, we owe three-quarters of that number to various nations and groups. We also have reserve funds that we are planning to return to their respective donor countries."

Mr. Blissex stands and interjects, "I suggest that the hardware we are using be returned to the vendors who supplied it. As the leases by which they have been supplied will be null upon dissolution of the P.C.O., it is Malecia's position that it would be of little use to the new organization."

"And I will take this opportunity to state that President Ennis has instructed me to vote against the dissolution of the P.C.O., for the reasons I previously stated."

"Because, Madam Chairperson, it has always been our position the the P.C.O. was well intentioned, but did not have enough time to evolve. In part, Malecia is at fault. Had we pushed for a charter early on, the P.C.O. may have been what LUSS will become. And as we said earlier, if others will call us bullies for trying to right wrongs, and stop wars, then shame on them."

The man from HumanSanity slowly rose and said, "We ought to form a council of senior P.C.O members to administrate the liquidation of the P.C.O. I would propose that those nations be Kannex, Takaram, and Malecia who will send representatives of their choice to represent themselves.

Also, be unanimous order of the Council of Humanity and Council of Foreign Affairs as well as a sweeping 99.1% majority in the People's Congress we, the People's Republic of HumanSanity, do hereby vote in favor of the dissolution of the P.C.O."

"Malecia will not change its vote, but will cooperate with the liquidation of P.C.O. property. We simply want it recorded for posterity that we had great faith in the P.C.O., and we are sorry that it is going to be a part of history, rather than an active organization."

Motion to dissolve the PCO: 4 in favor (HumanSanity, Mutanatia, Kannex, Takaram), 0 abstaining, 1 against (Malecia), 2 yet to vote (Globexanter and Birodalma).
Motion to create a liquidation council consisting of Malecia, Takaram, and Kannex: 5 in favor (HumanSanity, Mutanatia, Kannex, Malecia, Takaram), 0 abstaining, 0 against, 2 yet to vote (Globexanter and Birodalma).

Lovisa Abonahan looked to the Globexian and Birodalman delegations. "Mr. Farkas of Birodalma and Mr. Tamnell of Globexanter, do you two abstain, or would you like an adjournment so that you may receive instructions from your governments?"

"Birodalma votes for the dissolution of the PCO. It also approves the motion that a liquidation council be formed." said Mr. Farkas.

((From now on, I am going to use the currency of -Echolilia- (which is called tacos) as the standard currency of the XKI, since it's the only thing I can find on the NationStates calculator.))

"Resolution carries. The Pureuda Cooperation Organization will be dissolved at the conclusion of this summit. The second resolution carries as well. A liquidation council consisting of Malecia, Takaram, and Kannex will be formed. Unless if there are any objections, we now adjourn." The Kannexian delegation left before anyone could state their objections.

The next day. On the far side of the Pureuda International Palace, there sits Lovisa Abonahan, Mr. Blissex, and Mrs. Hunter in a small conference room, along with each of their two top aides. The liquidation council, like many other meetings, are to be held behind closed doors, safe from spies.

"The Pureuda Cooperation Organization owns 20,000,000 Echolilian tacos in assets, which is worth approximately 10,390,000 Kannexian derwens; 39,745,000 Takaran aurites; and 38,34,200 Malecian florings. We owe 15,000,000 Echolilian tacos in debt, which is approximately 29,809,500 Takaran aurites; 28,757,200 Malecian florings, and... 7,792,500 Kannexian derwens."

Lovisa Abonahan noted with surprise that the derwen was much more stronger in value than either the aurite or the floring.

"I suggest we return the reserve funds to their donor countries and sell this palace to the LUSS to pay off our debts. We should also give our archives to the LUSS. As for our electronics, I think the Imperial Kannexian Government would be an interested buyer. Any objections, thoughts, or comments?"

Lovisa Abonahan objected. "Hold on, Mr. Blissex, the computer systems that Doran Systems sold to us are our property, and we still have to pay off our debts. And considering half of our computer systems are from Doran Systems, we would lose a lot of money.

"The Doran Systems--or LUSS--will have to buy it from us. We have nearly 8 million derwens in debt, and that's a lot we need to pay off.

"As for the flag-lowering ceremony... I suppose some members of the Pureuda Provincial Guard would like to participate as well."

"Would it not be possible to get a guard of the nationality of each P.C.O. member's nation to assist in the 'final color' ceremony instead of concentrating on the main guards and one Nation?" asked the Globexian representative.
