Permit Male Circumcision A resolution to improve worldwide human and civil rights.

Description: The World Assembly,
AFFIRMING that male circumcision, the removal of some or all of the foreskin from the thingy, may be performed for a range of medical and religious reasons;
HAVING VOTED to deny a ban on male circumcision on previous occasions;
DECLARES male circumcision to be a medical procedure, and entitles patients undergoing male circumcision to all the protections associated with that status;
OBLIGES all member states to permit the practice of male circumcision, notwithstanding their authority to regulate the procedure.

Not a very well written resolution, IMO, and we don't need to be allowing the forced mutilation of male genitals, IMO. We've outlawed the female equivalent, after all. AGAINST

I don't like this resolution. It's poorly written and I don't think it actually does it's stated purpose of making sure families are allowed to circumcise their children.
On the other hand, I really dislike the anti-circumcision bloc of the General Assembly forum and would love to kick sand in their eyes.
As a result, I'm voting Delegate's Choice.

The resolution affirms that this is a medical procedure, and it allows nations to regulate as they wish once it is recognized AS a medical procedure. Medical procedures performed by medically certified practitioners who advise their patients. Since there are limited health benefits to the male who is circumcised: lower incidence of transmission of the HPV virus, hygiene issues, etc., doctors will advise, and patients will choose. The procedure is mostly culturally, not medically, relevant, so there's no reason to not vote FOR.

The issue comes in when it refers to a patient's being circumcised in infancy. They have no ability to speak as to whether or not they want the procedure. The slightly lower instance of disease transmission might not be worth the loss of sensation to the patient if they were consulted.

It has been scientifically proven that there is no loss of sensation for those that are circumcised. Also, infants require their guardians to make a whole range of decisions for them, of varying importance. This is just another one.
Just for clarification, I believe the culture of circumcision is ridiculous, but am for freedom of choice.
It could be written better, but I've given a tentative aye. First, preventing it can technically be interfering in religious culture, which I dislike. Second, I'd rather have it done as an infant than as an adult. It's a considerably more impactive procedure for adults. Thirdly, there are some health benefits, even if they are minor. Finally, I don't think this is really comparible to female circumcision which doesn't have any medical benefits that I am aware of, and can more or less destroy the females ability to... function mormally.

And it's not a "slightly" lower risk of disease transmission, it a significantly lower risk of disease transmission. (At least AIDS, and it's no substitute for a condom.) There's a reason the Gates Foundation here in town has been trying to raise awareness and combat the cultural bias against circumcision in the developing world.
