TO: The illegal dictator of HumanSanity
From: President David Ennis, Republic of Malecia

This cable is a demand calling for the immediate cessation of hostilities against foreign nationals in your country.
As a member of the P.C.O., Malecia has treaty obligations to its fellow members. One of those obbligations is to provide armed assistance to member nations in support of P.C.O. resolutions.
As you know, our allies, led by Kannex and Takaram, lawfully resolved in accordance with the P.C.O. treaty to use military force to remove your hostile, evil regime from power.
Thus, it is my duty to report to you that the Malecian General Assembly has passed tonight the HumanSanity Force Authorization Act. This Act gives me, as commander in Chief of Malecia's military, the authority to remove you from power by "any means necessary" and with "all due urgency."
I have subsequently redeployed the 3rd Malecian Fleet and its support elements to augment P.C.O. operations off of your coast. I have also made two Divisions of the Malecia Army available to the P.C.O. Supreme Commander, as well as an Air Group from our Air force and the necessary Amphibious Elements from the 2d Fleet Marine Force.
This increases P.C.O. force strength in the area by an additional 50,000 soldiers, sailors, marines and airmen.
For the good of your people, I am imploring you to lay down your arms and surrender. But make no mistake: Any surrender must be total and without condition.
One final note: Malecian citizens in your country must not be detained. All persons travelling on Malecian passports must be allowed to leave. We would consider any other course of action to be an act of war, and would have no choice but to engage you without the restraint or oversight of the P.C.O.

Admiral Roland "Rolie Burke read the copy of the cable while on the bridge of his flagship, the cuiser Louise Cross, which had been rechristened last week in honor of the late Secretary of State. He was elated that his small fleet would soon be reinforced with a full battle group, including aircraft carriers. At the same time, he was puzzled over the supreme commanders delay. He removed one of the overhead telephone handsets from its cradle and punched in a four digit number that would wring the phone in the communications room.
A young male voice answered the phone on the other end, "Radio."
"Radio, Admiral. Have you received any messages from the P.C.O. commander?"
"Negative sir. Nothing yet," came the prompt reply.
"Understood. Thank you," he said as he hung the phone up. In a way, the delay was good in that it would allow the 3d fleet time to arive on station. His train of thought was interrupted by a ring of the handset.
"Bridge," he answered after retrieving the handset from the cradle.
"Bride, sonar," came the reply. "New contact. Bearing 285 at 13000 yards."
"Sonar, bridge aye. Start a track," he ordered. He looked over at the captain of the ship and asked, "Bart, have we any intel that HumanSanity has a submarine capability?"
"No sir," the captain answered slowly as he looked in the direction of the reported contact with binoculars. He saw nothing. "Could be a friendly, but we don't have anything in the area other than surface vessels so it isn't one of ours."
The admiral nodded slowly. "O.K. Lets find out who that is, shall we?"
The captain turned to face the admiral. Lowering the binoculars he acknowledged the order and turned to the Boatswain manning the internal communications gear. "Action stations," he ordered. "Conn, come to 314. All ahead three quarters."
The klaxon for battle stations began baying as the big ship turned on an intercept course toward the submerged vessel.
