The Peisor Confederacy accepts the P.C.O invitation in hopes of expanding diplomacy relations and assistance with the Confederation's terrorist threat. Representative Jongo Kinmola will head Peisor's P.C.O efforts. He wishes to start with handing over collected information on Yaya Bloodso and the P-IRA by P.D.S.D agents.
Malecia offers to take the lead on Intelligence gathering in support of Peisor's efforts. Malecia's primary involvement will be the assistance to Peisor of analyzing and compiling intelligence reports for the P.C.O.
One immediate concern: ascertaining where the supply line for Bloodso's troops has been established and eliminating it.
As we understand it, Bloodso is based in eastern Peisor. Thus, the indication is that he has set up a logistical route in the unincorporated lands north of Peisor on the Aprican Continent. This area also has a small amount of coast, which may be where Bloodso's supporters are smuggling weapons and other supplies onto the continent.
We find it unlikely that Bloodso is resupplying through HumanSanity given the on-going humanitarian effort there and the presence of P.C.O. personnel. We also doubt that Bloodso is resupplying through Agenopolis' East End colony, as Agenopolis politics do not seem to be in line with the Bloodso organization's manifest.
We thus have the following recommendations:
Satellite reconnaissance of the indicated area. Malecia has several satellites that can be re-tasked to accomplish this mission.
Overflights by reconnaissance aircraft. For security reasons, we can disclose that we have aircraft capable of high altitude supersonic flights that are dedicated to reconnaissance
Direct reconnaissance. This is an option that we favor the least. Submarines can be ordered in to insert Reconnaissance forces to ascertain whether Bloodso is brining supplies ashore in this area
Representative Jongo Kinmola and his Pesior officials accept Malecia's offer. They begin by handing over Yaya Bloodso's Confederate Army record. The beginning of his record is that of a professional solider, wonderful ranking in marksmanship, war games, tactics and operations that pushed Bloodso to join the Red Star Guard as a tactical strategist. The modern terror cell functions so that only one or two members of the cell know who all the cell members are, and only one or two know the entirety of any given plan. Thus, if a cell member is captured, he or she can only give up limited information relative to a small part of the plan or a small number of cell members.
The higher up you go in the cell's hierarchy, the more that person will know about cell members and cell plans. Thus, we think the following course of action may yield favorable results:
An intelligence operation that will capture an upper echelon member of Bloodso's organization.
An interrogation of that person to determine the following: exactly what resources Bloodso has available; Bloodso's habits insofar as how he moves, who travels with him, and where he likes to hide; the source of supplies and weapons.
The MIB has personnel that speak Peisoran with no accent and we would be willing to supply advisors to Peisor in order to accomplish the aforementioned goals.
Representative Jongo Kinmola's staff are working around the clock to gather more information. Trouble is that Bloodso stayed underground for several years before launching his attacks. Most Confederate file work on him is somewhat out-dated.

P.D.S.D agents have confirmed that Bloodso has worked an alliance with The Preisor Mino-Mino Pact, a group of warlords who have been fighting the Confederacy for years.
