Basically, before we go into war we want objectives, means of achieving our objectives, and when/how we will expand the objectives. Unless we decided to expand the objective, we will STICK with the stated objectives and means. That is all I am asking."
Every battle plan has to have objectives. We agree. Prior to the era of the Republic, Malecia was a brutal nation, savage by the horror of civil war. We only fight as a last resort, which is why the Charter states that war is to be undertaken only when no other means are available and all lesser means have failed or cannot be reasonably employed.
With that being said, we would caution against revealing too much in open session. The last thing we want to do is tip off an aggressor as to what our specific battle plan will be. Such disclosure would only result in needless loss of life.
Thus, we believe that stating objectives should be no more than (for example), "To authorize the LUSS coalition to eject the aggressor from nation "X" by any and all means available."
We also think that a "war crimes" convention should be scheduled by the Secretary General as soon as possible, and it should be held at roughly the same time as the naming of the members of the Select Committee on Terror.
Mantado pondered what the delegate from Malecia said before continuing. "While we shouldn't, obviously, reveal how we are going to do it, we should--behind closed doors--nonetheless have a plan and we must adhere to those plans. Mutanatia's reservation is thus that we may get what is called 'mission creep,' or perhaps we'll be more aggressive than we need to be. What are your thoughts on this matter?"
Ms. Schmidt replied, "Concerns over mission creeo are valid when the mission is primarily one of peacekeeping or security. Often times, what starts outas a peacekeeping initiative deteriorates into a near state of war. But that is why every action in which I've ever been a participant has rules of engagement issued from command staff. I see no reason why the LUSS commander would not issue rules of engagement any time LUSS troops are called into action."
