Government Notes: The Council is an Imperial governing body of eight leaders of the most powerful organizations of the Imperium. This body rules the Imperium in the Emperor's name. The task of the High Lords is to interpret and enact the will of the Emperor. Accordingly, the position of High Lord is the most powerful in the Imperium.
It is believed that the Emperor is a "Living God" by both its common populace and the Highest members of the rulling government. His Body is kept within a Golden Throne of technology that is supposedly sustaining his body through staisis after a mortal wound.

Geography and Environment
Climate (if different in different areas of the country (IE, the United States), specify: Mountainous and dry throughout, with plain situated along the coast and center of the Imperium.
Natural Resources: Large quantities of Oil and Metal Ore located throughout the Imperium, both in its Mountains and Plains.

Military

Military Notes: Due to large shortages of food, much of the population seeks refuge in the military as a means to survive in the Imperium, thus creating a large military for its small popualtion. Conscription is also used in case of severe loss of life. All numbers are peacetime figures, during time of war large amounts of the reserves are brought forward when needed.

Total Personel: 9,800,000 - 7% of Total population, due to warlike nature of the Imperium, and the large shortage of food.

Adeptus Arbites: The national Police force for the Imperium. During times of war these men and women are called up to act as Garrisons when the Imperial Guard are on the offensive, and fight along side the Guard during times of invasion. They are a paramilitary force and can field up to 500,000 troops when needed during times of war. When not at war, they enforce the Laws of the High Lords across the Imperiums territory.

Adeptus Custodes: The Elite guard of the Emperor and the Imperial Palace. These are the best of the best, and are never used in combat unless the Palace itself and its surrounding area is under siege. They are equiped with the same equipment used by the Astartes, though with a lack of vehicles.

Remaining personnel work as logistics, reserves, and port personnel. All Fleets and Taskforces sail with full complement of supply and fueling ships.

Naval Note: All numbers include strike forces during times of war. Current ships are a mix of both modern and semi-modern ships. In the Imperium, nothing is put to waste, and when a ship is deamed "obsolete", is it put to port and refitted with the newest technology. This allows the Imperium to field the ships it has. The Imperium's carriers also include a full complement of 75 Aircraft and the Amphibious Assualt Ships carry a complement of 38 Helicopters and supporting fighters for their strike force.

Airforce Notes: With the recent war with Malecia, and the new offensive against Interex, production of aircraft have reached an all time high, with hundreds of thousands of new aircraft being deployed. The Imperium now faces an issue of not enough qualified personnel to fly their new airforce.

Imperial Guard
Army Notes: The Imperial Guard has a standard of 5,000 - 10,000 personnel per Regiment, and there is a reliability on each Regiment working separately from each other. The battle, conquest, goals and plans are set up by the general Staff, but once the battle truely begins, the way each objective is achieved is give over to the command of each Colonel. This system allows for a more rapid change to developing situations, but also brings about less cooparation between each Regiment, leading to possible enemy breakthroughs between each Regiment. Some instances have shown Colonel's rising to the occasion and coordinating other Regiments alongside theirs, though. The only esception to this are support regiments, such as Artillery Regiments. The Imperial Guard is often considered inferior and "unmodern" due to several approaches to attritional warfare, with the General Staff and the Council of the High Lords of Terra not caring about how many men it takes to capture a position.

Notable Regiments and common Regiment Type:

Light Infantry Regiment - Tanith First and Only
A regiment formed up with no organic fighting or transport vehicles. These regiments display tendencies towards battlefield infiltration and reconnaissance, display skill at moving through all manner of difficult terrain and often possess highly effective sniper cadres.

Drop Regiment - Harakoni Warhawks
Some regiments exist within the Imperial Guard who specialise in arriving on the battlefield from the skies. Such regiments are termed Drop or Drop Troop Regiments. Lightly armed and equipped (although not as light as Light Infantry), Drop Troop Regiments typically attack from behind enemy lines, or are dropped right on top of enemy defences. Regiments are transported behind enemy lines via Fast and Light Attack Helicopters Supported by Gunships. With no tanks or other heavily armoured vehicles to land in an assault, the highly mobile drop regiments are often tasked with forming the initial beachhead in an assault or capturing and holding an important location until the armoured reinforcements can arrive to relieve them. This means that the casualty rate amongst Drop Regiments tends to be higher than that of "regular" Imperial Guard units, as the regiments are ill equipped for a protracted fight with a superior force.

Infantry Regiment - Cadian 8th Shock Troops
A 'standard' Imperial Guard regiment will feature a predominance of fighting Guardsmen, as well as a number of organic fighting and transport vehicles.

Heavy Infantry Regiment - Royal Volpone
Similar in style to Infantry Regiments, Heavy Infantry Regiments are marked out by the personal equipment of their Guardsmen. Almost all troopers in a Heavy Infantry Regiment will be equipped with heavy armour. Similarly, weapons issued will be of a 'heavier' nature, with a higher rate of anti-personnel and anti-vehicle weapons than standard squad assualt rifles.

Mechanised Infantry Regiment - Armageddon 276th Steel Legion
A regiment where all infantry units possess their own organic transportation. Mechanised formations can often be found providing support for armoured units, and may possess armour of their own, amongst other variations of fighting vehicle.

Armoured Regiment - Narmenian Armoured
The hammer of the Imperial Guard, Armoured Regiments are made up entirely of fighting vehicles. Typically bereft of organic infantry, but many contain their own artillery and urban assualt guns.

Artillery Regiment - Valhallan 12th Field Artillery
Regiments made up entirely of artillery pieces are known as Artillery Regiments. Such regiments can deploy a mixture of destructive weapons types or may specialise in a particular brand of long-range ordnance. Some such regiments contain small numbers of infantry and are likely to contain large amounts of transportation and anti-air vehicles. Since Artillery Regiments are not intended for direct frontline combat, they are generally much smaller then other Imperial Guard regiments. For this reason, Artillery Regiments are often attached as auxiliary units to larger regiments or are placed under the direct control of the local Commanding Imperial Officer.

Siege Regiment - Death Korps of Krieg
Regiments specifically trained for siege warfare often contain more artillery, both heavy and light, then standard Imperial Guard Regiments. Siege regiments often are larger and more well equipped then other types of regiments as they are expected to stay and fight in a warzone for at least several years if not decades if the war is particularly brutal. Due to the high casualties such regiments will inevitably take, siege specialised forces often have large contingents of conscripts so that the regiment's pool of manpower always remains high. Siege regiments often work in concert with Light Infantry or Armoured Regiments so that a breach in enemy lines can quickly be reinforced and if possible, pushed forward deeper.

Special Forces
Adeptus Astartes: Consisting of only 20,000 men, these are the best of the best in the Imperium. Selected at the age of 18 from the gangs of the cities, these men are trained to lose all knowledge of pain and to succeed in everything they do. If a target needs to be killed, the Astartes are the ones sent in to do it. A target has never survived once targeted, and neither do those around the target at the moment of discovery. They are given only the best of equipment, and are often seen testing prototypes of the latest weapons.

These 20,000 men are divided into units of 100 called Chapters, with many dating back to the time of The Emperor's rise to power in Terra. Some of the most widely known Chpaters are indeed the oldest, such as the Ultramarines, the White Scars, the Space Wolves, and the Blood Angels.

Most Guardsmen never meet a Astartes, with many families in the Imperium using them as heroic stories to put their young ones to bed at night. With the change of foreign policy from the Council away from isolationism, the Astartes have been given a new role as the defenders of the Imperium's embassies across the world.

History

Historical Notes: Much of the history from the time before the rise of the Emperor was not documented, and as such only a brief Time Line can be given to cover the several thousands of years before His ascension.

c6500-2900 BC: First permanent settlements are constructed. These settlements would later grow into the first city-states, and later unified under The Emperor.

c3100-2686 BC: The first "Kingdom" is formed amoung the various city-states in the Great Northern Mountains.

C1550-1085 BC: The first "Kingdom" falls into a state of anarchy at the loss of its capital to rebels. The "Kingdom" effectively splits into its former warring city-states.

800-700 BC: The first city-states of the central plains are constructed. The land is undeveloped, leading to several wars amongst the city-states.

490-479 BC: First war between the Southern Plain and Coastal city-states against the invading Northern Mountain city-states. The Mountain city-states sack and occupy several southern city-states, but are effectively defeated at an unknown sea battle.

323-31 BC: The first unified state of the Northern Mountains and Southern Coast and Plains ends after the assassination of its unifier.

235-284 AD: The first of a series of border wars and raids begins between the city-states that would later form the Imperium, and the "Barbarian" Tribes beyond the Northern Mountains.

Time between is filled with nothing but countless wars between the city-states, invasions by the Barbarians beyond the Northern Mountains, and limited advances in culture and technology.

1753 AD: The Emperor becomes the sole ruler of the city-state that would become his capital, Terra.

1792 AD: The Emperor, after a 39 year long war of unification, unifies the city-states of the Plain, Coast, and Northern Mountains. A Renaissance begins, with great works of art and advances in technology are rapidly advanced.

1836 AD: The Imperial Cult finishes construction of its first Church to worshiping The Emperor as a "Divine Being", going to far as to name him "The God-Emperor of Mankind". The Emperor is quick to stamp out these thoughts, but the damage is done and converts begin to flock to the Imperial Church.

The Emperor luanches several military campaigns beyond the Northern Mountains, in an attempt to subjugate the nations of Interex, a highly technological democracy, and Orka, a loose coalition of the former "Barbarian" tribes with limited technology, and unite the rest of Mankind.

1953 AD: 200 years after his rise to power in Terra, and The Emperor continues to lead the city-states in a age of discovery, enlightenment, and prosperity. Many foreign historians and thinkers would dispute and argue over how a single man could live for such an amount of time, but nothing has been able to shake Imperial Citizens from their belief in The Emperor's divine powers.

The Emperor continues his campaigns in the north, making great progress and expands beyond the expanse of the current size of the Imperium. He later reties to his Imperial Palace in Terra, leaving his son, Warmaster Horus, in charge of the armies.

1957 AD: Horus leads a Civil War against his Father, splitting the Imperial Army completely in half. Many of the city-states choose allegiance with the Warmaster, rather than with their Emperor.

1965 AD: After eight years of intense fighting, Horus is killed by The Emperor at the siege of the Imperial Palace in Terra, but at great cost. The Emperor is mortally wounded, and is placed within a highly technological "throne" that sustains Him and allows Him to continue to live until such a time when His wounds will heal and He will once again lead the Imperium to victory.

Foriegn scientists have been prevented from studying the "Golden Throne" and discover what sort of technology could be keeping The Emperor alive. It is widely disputed across the world on whether The Emperor still lives or not.

The Imperium is founded with the sealing of The Emperor's body within the Golden Throne, and work continues to weed out the last of the rebels.

1980 AD: The last of the rebel strongholds are captured, but at a great cost to life for the young Imperium. Much of the gains beyond the Northern Mountains had been lost to both the Interex and Orka, with only 5 city-states left in the Imperium beyond the Mountains.

The Council of the High Lords of Terra have full control over the Imperium, and the Imperial Cult is now the only accepted religion within the state. In an effort to appease the city-sates, each city is given limited autonomy, but must supply Regiments to fight in the Imperium's wars, supply them, and pay taxes to Terra.

1992 AD: The last area of farmland within the Imperium is given over to the control of the mining corporations. Food shortages become a common sight as the fishing industry strains to feed the size of the Imperium on its own.

2016 AD: The Imperium steadidly moves away from its long isolationist policy, and sends an ambassador to be officialy recognized with the LUSS. It continues its wars with the Interex and Orka, making limited gains. Embassies are established with several nations across the world. Close ties are established with both the Great Empire of Kennax and the Federation of Bob101010, the former showing a strong interest in the growth of the Imperium.
The Imperium becomes a signatory of the Pureuda Alliance Pact and joins the Great Empire of Kannex in its war against the nation of Malecia. The war ends as fast as it started, with no engagements between Imperium grounds forces against "Allied" forces, though naval engagements did occur.
As the Invasion of Malecia occured, a large scale offensive was launched against Interex by Army Groups East and Center.

Organizations

Holy Orders of the Inquisition

Also known as simply the Inquisition, this organization's main purpose is to root out and eliminate threats to the Imperium and its citizens. Little has been revealed about the Inquisition's founding, even to those holding the title of High Lord, but what is known is that they were formed around the time the Emperor was placed in his Golden Throne. It is said that when the Council of the High Lords was convened on the first anniversary of the Emperor's Ascension, a grim-faced man joined the council and identified himself as a representative of the Holy Orders of the Emperor's Inquisition. The fact that they called themselves "Orders" plural could be taken to suggest that the early Inquisition was an amalgamation of several organisations.

Today, there are three main branches that are the most common for Inquisitors to be affiliated with. They are:

• Ordo Malleus (The Threat Beyond) - Destroys any threats from beyond the Imperium's borders. The Ordo came into being immediately after Horus' Civil War, and therefore has been a part of the Inquisition from the beginning.
  
• Ordo Hereticus (The Threat Within) - Investigates and roots out heresy, rebellion, and rogue Generals from within the Imperium, and polices the Ecclesiarchy. The Ordo Hereticus is the most recent of the three, being introduced with the recent hostilities between the Ecclesiarchy and Administratum.
  
• Ordo Xenos (The Threat Without) - Investigates and eliminates foreign influence and plots against the Imperium. It is not known when the Ordo Xenos was founded, however it is believed to be of a similar age to the Ordo Malleus.
