Applauding: The great and noble work of the World Assembly in bolstering the economic rights of the individual in all their forms, alongside its support for free trade and economic growth.
Understanding: that the rights of individuals as to financial freedom of choice, underpin the success of a modern economy. Governments, alongside individual investment entities alike, may seek to secure funding essential for services, or capital vital for future investment, via the installation of gambling operations. Whether in the public or private sector, the profits produced by the gambling sector are of paramount importance to economic growth and potential future investment.
Hereby states: that WA nations adopt a policy of ‘Gambling liberalisation and individualisation’, which aims to improve the economic freedom of WA member states to allow for greater competition and efficiency within their collective gambling sectors. Detailed as follows:
1.) ‘Liberalisation’ refers to the removal of bureaucracy in the form of paper work or cross-border taxes/duties alongside unneeded regulations that impede investment by firms in multi-national WA gambling operations. In addition to this, ‘Liberalisation’ also infers the right of citizens of WA nations to travel freely across the WA for the purposes of gambling related visits, providing a strong format for boosting International gambling tourism.
2.) Allowing each and every citizen of a WA nation to have more freedom as a consumer. The policy works to create the right of WA citizens to have increased access to the wide variety of services, employment opportunities and investment possibilities the gambling sector creates.
3.) The policy allows for members states to also pursue ‘individualisation’- national governments may also engage as corporate entities do, in developing gambling as a critical source of income. Each WA member state reserves the right to choose their own respective degree of gambling ‘liberalisation’ and a such the policy includes ‘individualisation’ – member states can choose how internationally open they wish their gambling sectors to be, whilst still working to improve the industry as a whole.
4.)Overall: to strengthen WA-wide gambling sectors via systematic deregulation, either in tax reductions or bureaucracy curtailment, aiming for more industry liberalisation. Whilst in addition to this, giving member states the individual choice to allow even more gambling industry support via the construction of a positive framework for multi-lateral trade. Hence: ‘Gambling liberalisation and individualisation’ to boost the economy of WA nations both domestically and collectively on an international basis.
Acknowledges: the need for WA support to help this critical sector, given the great variety of opportunities it offers for consumers, investors and governments across the WA. In addition to this it aims to the support free trade on a unilateral and multilateral basis. Thus producing the resolution: ‘Gambling liberalisation and individualisation’.
