We at the Regional Reserve has spent the last month working hard on finding Mortimer in order to figure out how he does his amazing work on determining what sectors of the economy are doing well or forcasting natural disasters. It was a very long and tiring journey, for which we ran out of Form J-M0110 ""Rescue Operation Supply Expense Report - Amendments and Addendum", and thus lost our sole way of requisitioning new supplies. Thankfully we did have a large supply of J-M0011 "Navigation and Mapping Expense Report Additional To J-M0110" in order to assist us with navigating the rough terrain. Unfortunately when we found him, we were totally dismayed to learn that Moritmer was doing everything by tree bark pen and paper because he had run out of form M-R0001 "Mortimer Report Expense Request (In Triplicate)". This has led us to believe that a major cash infusion into the Mortimer Report program is need. Fear Not Islanders, we have spent much of our considerable resources, and form filling time in assisting Mortimer in becoming the most technologically advanced economy projection hermit in the entire world. We hope everyone enjoys these new changes.
Here is a summary of the changes brought on by the update.
1) Brand new reserve spreadsheet, which has been updated with each persons profile items as of 11/1/2017. No further reserve validation of this information will be undertaken until 12/2018. Please make sure to keep your shop thread up-to date, and message either The Regional Reserve or United Royal Islands to process your purchase. Incorrect payment amounts due to not notifying either party will not be adjusted. I wish to thank everyone that has taken the time to keep their thread up-to date and hope that all shop patrons follow your example.
2) Mortimer Report Bonus Adjustments:
So previously owners could receive a multiplier effect on the productivity of a specific improvement within the given Mortimer Report. This would calculate the regular monthly shop payout plus an additional bonus for each of the item one owned. Taking that idea, I have refined it using the bonus table below. So now each bonus amount is a fixed thing calculated by the sheet and input into the report. It randomly picks one of the amounts in the bonus column, and if it is positive proceeds as previously. However to refelect the occasional natual disaster there are also negative bonus number which then subtract tacos from the monthly payout.For any of the 4 negative bonus amounts (natural disasters), the same multiplication will take place, but the ownership of a randomly selected national improvement or special item will have another randomly selected adjustment that is multiplied against the losses.
So for example 1: Mortimer Report yields a positive bonus for nations with the Clear Well Vision @ 1000, so any ation with tht improvement will recieve an extra 1000 Tacos per Clear Well Vision.
Example 2: Mortimer Report yields minor disaster in shipyards @-250. However Mortimer also finds that nations with Tsunami Blocker fair better and only take 2/3rds losses instead of the full amount. Therefore
Donation = [Monthly Payment] - ([Adjustment(2/3)]*[Negative Bonus(Shipyards*-250)])

*Reserve Note: The probability of positive reports is still far greater than 50/50 due to ranked choice weighting, based on the featured shop item chosen in the Mortimer report.
