I don't want to steal Sionis' thunder, but this is what he wrote to me when we were discussing this:
Personally I don't like it, I think it was sloppily written. Demonstration:
DEFINES cloning as artificial reproduction of a being by techniques not occurring naturally for the original organism,
This central definition is almost comically broad. It can be read as encompassing agriculture. After all, no man-made large-scale operation can be classified as "naturally occurring".
DEFINES clone as the being that underwent such artificial reproduction as defined above
Only reinforcing my point of view.
REQUIRES that cloning only be done by trained professionals,
And the death blow: the poor peasant is prohibited from sowing and reaping; now that's the exclusive domain of a small elite of corporate bioengineers.

I noticed that you voted against the proposal 'In Regards to Cloning II' and I'd like to see if you'd be willing to change your vote, or what your explanations were. I'm not sure if you're confused about the current text or something, so I'll try and explain it.
These two clauses:
"DEFINES cloning as artificial reproduction of a being by techniques not occurring naturally for the original organism, DEFINES clone as the being that underwent such artificial reproduction as defined above "
Are the definitions. They are broad, but not too broad. Some concerns were than IVF babies were encompassed in this resolution. That isn't a bad thing, though, as I'll explain further when I break down the proposal.
"RECOGNIZES the risk of cloning mistakes, URGES nations to take steps to prevent cloning mishaps, "
These two are pretty self explanatory. There is, of course, a risk of cloning mistakes, so nations should take steps to prevent them. I'd think that to be common sense, but I don't think thats what the problem was for you.
"REQUIRES that cloning only be done by trained professionals,"
Simple. To prevent cloning mistakes, only professionals can clone. In the case of IVF babies, that would be the scientist/medical worker who has to be the professional, since they are the ones that actually do the stuff.
"DECLARES that nations cannot classify sentient and sapient clones as their own legal class,"
This means that you can't create an arbitrary legal class called 'clone' and put all the clones in their and deny them rights. It means that if you clone a human, you have to put them in the legal class of a human.
"REQUIRES sapient clones in member nations be extended all the legal rights, privileges, and opportunities granted to their genetically identical counterparts,"
This entails with that. If humans in your nation have freedom of speech, and you clone a human, that clone has freedom of speech as well.
"DECLARES that clones cannot be used for the purpose of or as part of a violation of other GA resolutions,"
So you can't have clones working as slaves or such.
"AFFIRMS the right of nations to pursue cloning of sapient beings, PRESERVES the right of nations to illegalize such cloning in that nation,"
Simple. You're allowed to clone. You're also allowed not to clone.
"REMINDS that nations are allowed to enact further legislation in regard to clones, so long as it does not violate this act."
So you can legislate further on clones in your nation, but it can't violate this act.
I hope i've alleviated some concerns, and I hope you'll vote FOR. If you have more concerns, feel free to contact me.
Thought I'd post it here so everyone can see his points, if any more lobbying Tgs come through I'll post them here

Against. Sloppily written. Defines artificial insemination as cloning although there are vast differences between the two. Defines the original creature as the clone?? Isn't the clone the created form? Allows human cloning. Urging nations to take steps to prevent mishaps? You don't plan for mistakes, that's why they're called mistakes. Cloning creates some horrible mutations that can't live. The only way to perfect it is through trial and error and I'm not willing to create mistakes that will suffer and die just to reach a goal. Against, Against, Against.
