9:00 PM 16th January 2022, Republic of Kiltrai, North Eastern Border
Baron Lucas Rey sat in a large oaken chair with elaborate carvings of scenes from ancient Aprica on the back and sides and a shot glass of rum on one of the arms. He was sitting at the back of the parlour, his room for entertaining guests. Not that he was exactly entertaining this guest. The room overlooked the river and valley below but you couldn't see that because Lucas refused to have any windows in his house lest a sniper be in waiting. The walls had a creamy colour to them and were illuminated by the chandelier hanging from the ceiling while the white tiled floor was shiny as a mirror. The single birch door to the side rocked as a man outside rapped on the door 3 times. Lucas made a quick nod to his eldest son Robert and the body marched over to door and swung it open.
In came his younger brother William followed by a guard scuttling sideways dragging another man with a paper bag over his head and hands bound behind his back followed by another guard shoving him from the other side.
"Present him to me." he ordered in a deep commanding voice to the 2 guards holding the man.
The prisoner's was pushed down onto his knees a couple of metres away from the foot of Lucas's seat, Lucas drew a knife out of it's sheath on his belt and placed it across his lap. One of the guards pulled the bag of the man's head. The first noticable thing was that he was white. There were few white people left in the Republic of Kiltrai after President Akonda, Lucas's 3rd Great Uncle, had persecuted so many of them, his grandfather and father had been heavily involved in that persecution.
The man wasn't from around here. He had a shaven head and was wearing a white polo shirt and khaki trousers.
"It is rare I get home visits." Lucas said to the prisoner.
"I suppose it would be, since your home is so isolated. Worth the trip though to see such a lovely decorated room. We don't have many places like this back home or artwork of that quality." the prisoner explained nodding to a painting of the battle of Edward's hill, an old colonial battle.
"Yes, it is very nice. My father recovered it from thieves who stole it from the national art museum. Anyway enough, Why am I here looking at you? Why did you want to see me that you would paid $15,000 and risk your life?"
"So, no small talk I see. Well then I am Harvey Tanner. I am wanted back in the State of Person for terrorism. I am guilty, I confess."
Lucas cut him a sharp look and stroked the knife his lap.
"Yes, I know that is not the question you asked. I am here because I want my organisation to be of service to your organisation. So please let me explain. I am the leader of the Personian United Freedom Army. We are working to overthrow the unelected Personian government. How is this of interest to you? Well, I want to sell drugs for you in exchange for guns." he explained without a quiver in his voice.
"You sell drugs for me?" Lucas replied almost laughing.
"Your the most powerful drug baron in the Republic of Kiltrai and one of the most important in the world. I have a network of men in the area's where you sell drugs. I know you can get drugs into the country but there aren't very many Kiltrans' in the State of Person which makes dealing quite hard. I mean my sources inside the police say if they look like their from this region just search them and there are so few it is possible. Racist as anything but when has that ever bothered my country. Anyway the point is all my people are natives. They speak the language like natives."
"Ok, so let's say hypothetically for one moment I were a drug baron, which I am not because that's illegal. While if I were, you being a terrorist have lots of terrorist friends who I could move drugs to and you would sell them on. You would do this because."
"It annoys the government, people like us for selling drugs on and you give me and my supporters guns which you have lying around."
"Do you see guns lying around?"
"I count 5 in the room."
"Yes, we have a lot of guns but they're all legal. If I start helping foreign terrorist groups, well foreigners might complain. Plus the fact your secondary motivation is drug dealing is an issue. I can't have my dealers also conducting terrorism."
"The foreigners already want your head, which is why you were so suspicious to bring me here. Yes, it would always be a secondary priority. So what do you care. As long as the value of the drugs you send to me is lower than that of the money I send back. What do you honestly care? I promise my men will be on the receiving end to pick the packages up and we will sell them on then launder the money back to you. The profit margins are massive because it is so easy to make heroin but so expensive to buy. Your problem is your stock keeps on getting taken because you can't get into our markets properly. I am your in man."
The Baron sat there and thought, more and more markets were toughening up. Surdra had always been a limited market because if it ever became a real problem they could bring pressure to bear, the Atovaski pact were either to poor or secret police, Person they just had trouble doing work on the ground. The place took enough ships in to smuggle drugs in but they needed people to offload them and sell them and enforce them. He didn't like the idea of getting tangled up in politics, he needed to evolve or die though. Baron Ollofari and Kenasar were both pushing into his growing territory at home and competing to sell more produce overseas. He needed to put them back in their place. Could he trust this man? Trust no one and never be betrayed. He didn't need to trust this man.
Lucas looked up at the guards "Unbind him. He will stay in one of the guest rooms tonight. Give him the finest treatment and he will join me tomorrow with my chieftains where we will talk." he said.
Harvey bowed and said a simple "Pleasure doing business."
