Citizens of The Dominion of Compassion, this is a historic day!
Father-Saint Augustus has been ousted from his role as supreme leader and governor of the Dominion of Compassion. He has signed a treaty- the Treaty of Wills- which has been accepted and ratified by the new parliament. This treaty mandates several new things:
First, a parliament has been formed, which will hold elections for seats every two years.
The president of parliament will be elected by parliamentary vote from the two parties with the most seats. The presidential candidates will be the leaders of both parties in question.
The military has been placed squarely under parliamentary control. Parliament will have to ratify declarations of war, military alliances, treaties, and all further negotiations by a basic majority vote. The commander in chief will be the president of parliament.
The seat of Father-Saint will be maintained, but every four years, decided by election of the people. There is no limit to how many consecutive terms one may hold that position. Furthermore, the Father-Saint has been invested with the right to select the ambassador to the Assembly of Nations, or any equivalent body of nations. He may recall or replace a previous choose as he sees fit. Parliament reserves the right to overrule a choice or a recall/replacement by a 2/3 majority vote.
Father-Saint Augustus will maintain his palace and servants, which will immediately pass to the next elected holder of that office.
The first election for Father-Saint will take place next year.
President of Parliament and the Father-Saint will work closely together for the best course of the kingdom.
Furthermore, the president of parliament will recommend a candidate for supreme chancellor of the senate, which will represent the interests of the people in conjunction with the president of parliament. The senate will be elected by direct vote of the people every two years.
We now go to a joint press conference with the newly elected President of Parliament, Joshua Stein, and Father-Saint Augustus.
