Well, I suppose there would always be the option not to trade. Which probably wouldn't be great for the economy, but its still a choice a nation could make.
But if free trade is mandatory, does that also mean that countries can't try to limit trade of potentially dangerous goods, like drugs or firearms? Also tariffs can be helpful for fledgling nations to develop their own industries, especially considering the increasing globalization of the economy. Of course too many tariffs, or poorly used tariffs just lead to economic disaster, so I suppose it's a double-edged sword.
