What you do really depends on what you think you'd be good at, and it doesn't necessarily boil down to having to contribute to XKI, though that's highly encouraged. Here's some stuff I did when I first started out:
Answering issues is a great start, but you must also address what type of choices you'd make as "leader". Some people do this by creating factbooks to better describe their nation, which helps them get a gist of how their nation would be run. Take Valentine Z for instance. Their factbooks describe the nation as a post-nuclear Earth that condemns the use of ICBMs and is overall very happy. This was reflected in their way of issue answering, wherein they've massively improved their "Compassion" and "Niceness" stats. Of course, you also get the option to run your nation with an iron fist, since this is just a game.
Though while you could run your nation with an iron fist, the General Assembly, which is the World Assembly chamber that discusses resolutions affecting nations, could pass laws that take a harsh stance against corrupt nations, such as GA#323.
Being a part of the World Assembly allows you to endorse other nations, and receive another endorsement. The amount of endorsements you have also builds towards your influence stat. I'd suggest that you open our delegate's nation page, the endorsing them, and their endorsees. There's a ton of them, so you don't need to go through all of them, but since they endorsed the delegate, there's a good chance they'd endorse you too.

The game is kind of what you make of it. Do whatever you think you'd enjoy the most, there's no competition unless you want there to be. There's roleplaying, albeit mostly on the NS forums instead of the 10,000 Islands ones - that's how I got invested in the game. There's issues, which you can answer and eventually create yourself once you're good at it. There's international legislation, which I see as a bit of an extension of the issues game - have the entire World Assembly collectively decide on a law you'd like to create. There's cards, which you can collect, though that never held my interest. There's TITO, which works to liberate other regions from griefers (though 10,000 Islands itself is secure from invasion, so there's no obligation to join unless it's something you want to do, though I'd highly recommend at least trying to see if it's your thing).
All of these things will probably be confusing when you first start out, but don't be discouraged and it'll start making sense soon enough.
Also, if you're not on the Discord server, I highly recommend joining. It's a fun place, and if you plan on being involved in TITO it's pretty much a necessity.
