Nuclear Aggression Act
A resolution to slash worldwide military spending.
Category: Global Disarmament

The World Assembly,
Understanding the need for nuclear weapons in self-defense,
Noting that some smaller nations' only protection from larger nations is mutually assured destruction,
Confirming member nations' right to possess, and produce nuclear weapons,
Finding, however, that the use of a single nuclear weapon will devastate entire cities, and cause death to thousands and even millions of humans, as well as animals, and completely destroys the environment in a certain radius,
Further finding that, without this resolution, in the event nuclear weapons fall in the wrong hands, one impulse could destroy countless nations,
Seeking to reasonably limit nuclear devastation,
Hereby;
1. Defines nuclear weapon as a bomb or missile that uses nuclear fission, fusion, or a combination of the two processes to create an explosion,
2. Bans the use of nuclear weapons on other nations, except for retaliating to a massive, or repeated, attack from an armed force, or in response to a biological, chemical, or nuclear weapon strike, to one's own nation, or a nation allied by treaty for the purposes of mutual defense.

As a nation that favors pacifism above all, I can't agree with the first third. The resolution also states that other nations be banned from having nukes, insinuating that some get to keep them. AGAINST.

Barring total global disarmament, I feel like half measures are what we can get. Rogue states/non-WA members will always possess nuclear weapons (we see this in real life with NPT opt out states and great power non-compliance with the part of the NPT about leading towards eventual disarmament). Smart disarmament policy isn't ideologically lofty, it's focused on incremental steps to reduce the potential use of nuclear weapons.
With that said, I'm opposed still.
This standard in part 2 is basically a nothingburger. If the resolution implemented an NFU or an NFU + threat-to-survival standard, then it would apply. Per the conversation on Discord, without a discussion of what "armed force" means the resolution is far too easily manipulated, especially in the context of "massive, or repeated" as a qualifier. Would easily vote for a NFU standard or something with a definition of armed forces and without the massive/repeated portion of the resolution.

The concerns stated within 4th and 5th clause are rendered as empty words due to the justifications of nuclear weapon usage stated by the first three clauses. Additionally, the goal stated within the 6th clause can be completely solved with total ban of nuclear weapons, rather than strict limitations which may have loopholes to be found in the future.

I'm not opposed to incremental steps, but they can be accomplished without putting the WA on record as affirming both a right and a reason for having nukes.
