The Issue A red-faced and clearly irritated teacher scrambles into your office, hurdling over a security officer like they were a child at a sport’s day, with the aim of discussing the influx of foreign students to @@NAME@@.
The Debate 1. "We teachers have had enough!" exclaims crimson faced veteran teacher @@RANDOMNAME@@. "I care about education, I want to teach but I can’t translate resources into 30 different languages. It takes weeks to make one lesson! Double the education budget and have translators assigned to every school. If you care about the children, then translate to educate!”
2. "Lazy teachers that can’t be bothered teaching, that’s what I think" says your retired builder uncle @@RANDOMNAME@@. "I remember @@RANDOMNAME@@ who taught me for 7 years, they just sat there smoking cigarettes. Give the glorified babysitters nothing extra! Cut our taxes."
3. "Have you ever thought about learning through play?" says retired hippy columnist @@RANDOMNAME@@. "It is when pupils learn, through play. No need for translators when they are learning through play. The toys do the teaching!"
4. "Give the schools some extra money” says your education minister, standing shifty eyed and arm in arm with a representative of @@NAME@@'s largest union. "With extra funding, schools could release teachers to have more planning time and solve this problem *rolls eyes*"

It seems somewhat similar to issues we already have, like #942 or #1194, so you'd have to make sure you have an issue that's sufficiently distinct. Issues should generally be drafted in their own thread, though. Some obvious issues I can see; you need to write an effect for each option. You can't just allude to what the outcome might be, you have to write it too for issue drafting. 1 and 4 don't do anything differently. The speakers are presented differently but what is the distinction between what they are suggesting? Both are just saying give more money to the schools with only slightly different phrasing. I would probably suggest replacing the fourth option with another very obvious solution to the issue; get rid of the foreign students who don't speak your language. The wording of #3 is a bit redundant; what is learning through play? It's learning through play. Kind of recursive description there.
Well thats that one out the window, its too close to #1194! Boo!

Description: Following his routine Sunday drive with his … office secretary … your Environment Minister barges into your office, bemoaning the amount of cyclists currently on the roads of @name@@ and declares something must be done.
Option 1: 1. "I have had enough!" exclaims the increasingly irritated Minister @@randomname@@. "These Cycle-pests are terrorising our fair streets. Tens of people a year are killed by the traffic-jams they cause! Ban the cyclists!”
Effect: Cyclists are often subject to lengthy prison terms.
Option 2: "Cycling is good for the environment, it reduces emissions and stuff" states random cyclist stopped by news anchor @@randomname@@. "We should makes lanes for cyclists so we don’t get hit by bus doors, tens of people a year are killed by buses opening their doors!"
Effect: City streets are now 30% smaller to provide room for cyclists.
Option 3: "Do you really think those proposals go far enough? Do you really think that?" says retired Motor TV Host @@randomname@@. “When it comes to these people, you can’t leave any room for error. They will exploit any loophole they can to get their bicycles on the street! We need armed task forces supervising the use of our roads! Tens of people a year will be deterred from breaking the law by these task forces."
Effect: New anti-cyclist task forces regularly patrol the nation to prevent the plague of unicyclists and bicyclists hitting the streets.
Option 4: "Cycling ensures the development of key skills for our young people” says an uppity teacher from suburban @name@@. "Won’t someone think of the children! We must let them cycle so they can learn co-ordination skills! Keep the ban for the adults though, for them it’s just a silly pastime."
Effect: The use of bicycles is strictly limited to those aged 3-9 years old.
Option 5: "I think we are missing an amazing new opportunity here!” whispers wealthy tycoon @@randomname@@. "We take cars, property and all the other things. We should tax cyclists and they should have to wear license plates. They are road users after all!"
Effect: Cyclists are more heavily taxed than the most wealthy.
