It is well known that amendments are not feasible in the game's current state so I've provided a solution originally through a proposal in the World Assembly, that was rendered illegal because it asked for a change in game mechanics yet I still think it could work if it was allowed in part at the technical level. In my proposal (1st link) you'll find how I believed it could be accomplished with the current game code and the (2nd link) is my post in the technical forum pushing for this to be implemented or allowed in some capacity. Let me know if you have suggestions and I can speak with you to discuss what would be the best way we could accomplish this in Nation States! Look forward to any and all input.

I'm new to NationStates and I don't know anything about the game code, so please bear with me.
It sounds like the issue is that there's no way to amend amendments, so that when there are minor or technical issues with an amendment it has to be repealed and re-submitted in order to be fixed, even if it had a lot support in general. The process is frustrating because you could end up starting over from scratch due to a typo. It's not technically feasible to implement an "amend amendment" process within the game code for <reasons> at this time, so any fix must be implemented within the current context of the game. Is that correct?
I saw that there are forums for discussing upcoming legislation, but has anyone tried to implement amendment committees? These would be responsible for ironing out the technical kinks in amendments before submitting them to the WA for voting. Committee membership could cross regions with regions sending representatives to the committees based on regional or personal interest. (Or it could just be implemented within XKI for our own amendments.) If there's a way to conduct a polls, they could serve as a voting mechanism to pass the amendment out of committee. This doesn't really solve the problem you're working on but it might help to limit the need for a more technical solution.

Sorry for my extreme inactivity, real life has been hitting me really hard the last month or two. As to amendments to the WA, game moderators have previously stated that they have no intention of adding any kind of mechanic for that. It's also against the WA rules for such proposals to be suggested.

No, that's not possible. The rules surrounding a repeal are pretty straight forward. The repeal has to address the contents of the resolution it's repealing, and cannot introduce new legislation.
