Originally, Regions were controlled by UN Delegates. The UN member Nation with the most Endorsements from other UN member Nations became the UN Delegate for the Region. The Delegate had some power, but not too much. The Delegate controlled nearly half of the voting power for the Region and what was published in the World Fact book Entry for the Region. He could not, however, throw someone out from a Region, or keep someone from joining the Region.
Chaos soon developed. Nazi orientated Nations posted hate slogans in Regions they didn’t like. Liberals baited Conservatives, and vice-versa. If a group wanted to be the Region of Texas, and there was already a Region called Texas, the newcomers would go and disrupt things as much as possible. The ultimate goal was to collect as many UN member friends as you could, move into a Region, and elect one of themselves as the UN Delegate and change the World Fact book Entry to something that was repugnant to the group there before. Region crashing was born and people would give up, create a new Region and just get settled when the crashers would track them down and history would repeat itself.
UN Delegates were given broad new powers. They could now password-protect Regions, allowing only people known to them to enter; eject disruptive Nations, and ban them from being able to return. This did not entirely prevent Region crashing, but did raise the stakes. The crashers, once they gained control of the Delegacy could now eject all the former members, and could ban them from returning. This became known as Griefing, and was quickly made illegal by the game Administrators. There is a fine line, however, between crashing, and liberating a crashed Region. “Provocation”, or plausible deniability is in the eye of the beholder.
To help prevent Regions from becoming victims of repeated crashing attacks, a new status of Founder was created which also allowed these functions, and to decide whether or not to allow the UN Delegate to have access to these functions. Even if successfully crashed, the Founder can un-ban himself, take away Regional control from the UN Delegate, and eject the troublemakers.
With good participation Regions used to be able to have a Founder named without much difficulty. This is fairly easy if the person who created it is still in it, but can also be done in selected situations if a majority of Nations, UN and otherwise, post in support of a particular ’s becoming the Founder. However, the Mod's don't really to do this anymore.
