Charter of the 10000 Islands Social Democratic Party
1. Preamble
The 10000 Islands Social Democratic Party (henceforth known as the SDP) stands for the following principles:
a. Social Equality
b. Democracy
c. Accountability
2. Membership
a. Membership will be open to all member nations in the 10000 Islands regardless of their UN classification or membership status and whether they in the region at the time or on a TITO operation.
b. All members must apply in the registration thread or by instant message to the SDP Leader.
c. No one who is a member of another party can be an SDP member.
d. Convicted spies are barred from SDP membership.
e. Members can be expelled for: espionage for other regions, espionage for other parties, violation of forum rules, bannable offences in NationStates itself and offences named in Article 6.
f. Admittance and dismissal is at the sole discretion of the SDP Leader. All decisions are final.
3. The Leadership
a. The leadership of the SDP will consist of one Leader.
b. The Leader will automatically be Senatorial Critic and will, if he or she so wishes, be guaranteed a place as one of the two SDP candidates at each Senatorial election.
c. The Leader shall be elected every 4 months, in the last week of the months of January, May and September. The Leader at the time of this charter's creation, the Republic of Serconea, will remain Leader until the September 2004 elections, where he may run as a candidate. There will be no term limits for the Leader.
d. The Leader shall be elected through the Second Ballot system. All candidates will be polled by instant message, a copy of which shall also be sent to the Chief Exective of the 10000 Islands for certification. If a candidate gains 50% or more of the vote on the first ballot, he or she will become Leader. If no candidate gains 50%, all bar the top two candidates will drop out and a second poll take place with just those two candidates. In the event of a tie, the nation which has existed the longest in the 10000 Islands (based on forum registration date) will become Leader. The same procedure will be used to resolve a tie for second place in the first round. Each round will last for 48 hours once the Leader posts a message stating so.
e. Failure of a Leader to acknowledge a defeat, and step down or hold an election during the allocated week will warrant his or her immediate removal from the party and at the discretion of the Chief Executive, from the region itself.
f. Upon entering office, the Leader will nominate an emergency successor in the event of his or her resignation, removal by members, removal from the 10000 Islands forum or NationStates deletion. This will be filed with the Chief Executive and will remain a secret even after that leader has left office, unless it is because of the reasons mentioned in this clause, when it will be divulged and said nation will become Acting Leader until the next elections, which he or she may still run in.
g. Should 75% of the SDP membership so wish at any one time by sending Instant Messages to the Chief Executive, they may remove the Leader and activate 3f. All messages must be received by the Chief Executive within a 72 hour time period.
4. Policy
a. Official policy will be at the sole discretion of the Leader. He or she, however, should take the views of members into consideration, or risk being removed through 3g.
b. Any SDP member may submit policy proposals through instant message to the Leader.
c. Any SDP member can publicly criticise official policy.
5. Senatorial Primary Elections
a. One Senatorial candidateship will be available to SDP members, the other is reserved to the Leader unless he or she does not wish to run. In the event of more than two Senate seats being open, the Leader will nominate extra candidates.
b. All SDP members eligible for a Senate seat under 10000 Islands Statute 2004-1 can participate, but must inform the Leader before they will be placed on the ballot. Should a Leader be found to have excluded a candidate for policy reasons or reasons other than allowed in this Charter, 3e will activate and the Leader shall be removed from office immediately.
c. Candidate elections will be by a primary election, which can be voted in by all 10000 Island citizen nations. The election will be held in the last week of an even numbered month. It will be conducted using the method described in 3d, with a forum poll used instead of instant message balloting. In the unlikely event of more than 10 nations running, two polls will be used and whoever has a plurality of the votes in each be entered into the second round.
d. Any member who participates in a primary election and does not win will not be able to run in the relevant Senatorial Elections either as an SDP or independent candidate. Doing so will result in explusion.
6. Disciplinary Offences not covered in Article 2
a. Violation of 5d
b. Attempts to use puppets to manipulate an election, either primary or senatorial.
c. Campaigning against the SDP in a senatorial election
7. Amendments to the Charter
a. This charter may be amended by 75% of members sending instant messages to the Leader and Chief Executive in a time period of 72 hours and requesting a change using exactly the same language. Failure of a Leader to do so within a month will result in 3e beng activated.
b. The SDP Leader will be able to modify this freely within a week of its creation and correct grammar errors as he or she wishes afterwards.
