As the assembly of nations’ leaders came into the hall, it was clear how magnificent the building was. Pictures of all of the current world leaders (plus some empty space for any leaders who might be joining later) adorned the ampitheatre. There were several tables set up where leaders may negotiate. But the real thrill was up in the seats where the leaders’ delegates would sit. The seats were plush, comfortable, and each seat bore a golden plaque with their name engraved on it.
Mantado was there to greet the assembly. “Welcome to what will be the hall of the League of United Sovereign States. I’ve assembled you all to meet three main goals:
1) The establishment of a charter
2) The election of the Secretary-General of the organization. Or Chairman, or whatever we decide to name him in the charter
3) The election of members to serve on a permanent body that will have veto power before the rest of the nations get to vote.
4) Establishments of specialized departments, run by panels. An example of this might be an “Eradicate Hunger” organization. What we call it will be established in the charter.
To get a proposal adopted to be put in the charter for the first draft, all you have to do is second a motion. When we get to the next step, we will see if anyone else supports the measure. If so, it will make the final draft.
I’d like to begin by proposing the following:
a) All decisions (votes of “yes”) are non-binding. You can approve a war, but not actually send troops there
b) All of your votes will catalogued for all nations and other fact-checking/human rights/etc. organizations to view
c) If you choose to participate in anything (a war for instance), it is your right to withdraw from the action whenever you feel it is necessary. This will, again, be cataloged.
Our country views this proposal as essential to what we believe will be the foundation of this organization.
I think that the first thing we must establish is, what is the scope of the organization. Is the organization’s scope to be limited to international affairs, can it be applied to domestic affairs, can it be applied to situations that are domestic but may threaten international security, or any combination of the three? Or are we just an organization that talks about things? I hope it is not the last option there.
