Shelter from the Storm's story begins with a small former province of AaronMoshe.
AaronMoshe was a powerful communist society where all property was state-owned. While its people enjoy a wide range of civil and political freedoms, no private enterprise is acknowledged and the concept of private property is considered the only capital crime.
The province of Trop d’Affaires was a small French speaking part of AaronMoshe known for its underground economy which the central government often tried to quash. It was made of a group of small Cantons known collectively as Les Petites Entreprises.
Several social factors led to the break of Trop d’Affaires from AaronMoshe and the creation of Shelter from the Storm. First, AaronMoshe had an open immigration policy and a law that recognized the languages of immigrants. This, combined with AaronMoshe's superb education system lead to great cultural and intellectual diversity. Second, a philosopher by the name of Jacques Laliberté wrote about l’économie clandestine; and brought it into the open for the first time. People began to insist that private enterprise be acknowledged and permitted to some extent at least and the strongest proponents of this new philosophy were in Les Petites Enterprises.
Les Petites Enterprises eventually declared independence and over the next few weeks most of the provinces of AaronMoshe joined the fledgling state. Today, AaronMoshe is a tiny sliver of its former self and the new country has encouraged the development of a small private sector and, for the first time, has permitted international investment. Shelter from the Storm has emerged as a new socialist – democratic country that clings to its tradition of health care, welfare and education, but within the framework of a thriving economy.
It's name is designed to indicate that it is a Shelter to all people who are looking for freedom. This would include freedom of thought and action, and freedom from the harsher side of capitalist states.
Outside critics have pointed out that the only freedom that seems to elude the culture of Shelter from the Storm is religious freedom. Most citizens of Shelter from the Storm consider religious belief to be nonsensical and organized religion of any form is legally banned in both AaronMoshe and Shelter from the Storm.
