I made this statement on the Germany RMB earlier:

The EAA has now worked out what it is going to do with regards to the Germany situation. First off, however, I want to thank TITO for their unwavering support of the EAA during this operation. I hope the EAA can help you in return at some point in the future. May our relationship always be prosperous.
Germany has presented something of a tight spot for the EAA. We're left holding the delegateship in a region that has no native delegate nor any prospective ones that I can see. Thus, considering the lack of a native to put in power, I have spoken to The Bundesrepublik of The German Empire as he and his associates are the closest thing there is to natives in this situation. They were forced out of Germany and into various other regions that they founded a while back. They now wish to return, and given that there is no native delegate, it is the EAA's decision to let them do so and assume delegateship, in close association with other similar German regions. These regions are now working out a temporary delegate to control the region until such a time as they can organize an election.
If any native wishes to have a say in the choice of temporary delegate, they should contact The Bundesrepublic.
The EAA will not interfere in the new government's affairs or choice of delegate. Also, the EAA does not endorse this new government in any way, and makes no offers of allegiance with the new Germany. Should the region come under attack, the EAA will respond as it would to any other regional attack, not as it would to an EAA Protectorate or Member Region.
The EAA will remain in Germany for one more update, after which point we will withdraw and transfer the delegateship to the nation endorsed by the new German government. Should TITO need to withdraw to fight an invader threat during the next update, they may do so as the EAA has the region covered.
