OK. Special Forces are an integral part of modern warfare. You simply cannot wage modern battles without them. As valuable an asset as they are, they also cost a lot to field and train. So it follows that you aren't going to have more than 5-10% of your forces dedicated to special ops. In the modern U.S. Marines, there are probably 3000 to 4000 troops who are dedicated to special ops, out of a force strength of 190,000. Note that this is Marines on active duty. Exact numbers are unavailable because of Intelligence restrictions.
That being said, Marines scheduled for seas deployments must become Special Operations Capable. This means that they must be able to execute non-conventional warfare including anti-terrorism duties as well as unconventional insertions and extractions. And the certification expires at the end of the deployment, meaning that each time a unit deploys, they must re certify due to personnel changes, etc...

My special forces are the Blood Angels, they are a unit of soldiers who specialize in hit and run tactics. In some MT, and all, PMT, and FT wars they are bio-engineered. They are born and raised to fight, they will ultimately will die a violent death somewhere in the world. But, they live for it; for them it is the highest honor to die in battle. When set up for covert ops they are equipped with what is needed for the mission at hand. When set up for standard ops they are a fearsome sight in their Blood Red Mk1 Power Armor, (more on that in another thread), they have bolt pistols (also in another thread) and in PMT+ wars a chainsword and jumppack as their standard armament. (well one of them)

The Imperial Kannexian Armed Forces has plenty of special forces groups, too many to name. Among the famous are the Imperial Kannexian Army's Lightning Regiment, known for being brilliant swordsmen. The Kannexian Elite Imperial Guards are known as special forces, but do not take part in battles much.

Bellemians have several special forces mainly for political, tactical or strategical assassination and saboteur jobs, such as the Malusian Sicarii (Sicarii Malusi) are responsible for various assassinations and behind-frontline operations. Due to the lack of manpower in Bellemia, special forces are relatively small in comparison to other nations' Spec Ops, however, they are specialized in mountainous combat as a result of years of training.
