The Kannexians (especially the nobles) were too proud to have a joint command just to settle a "dispute" in Koenigfaste Colony, and therefore refused the offer. The Kannexians were not going to let the rebels have their way.
The Imperial Kannexian Navy called on its foreign counterparts to help it blockade rebel-controlled ports such as Kapriheim and Fezandorf. Pirate ships were being sunk every day, thanks to early detection by radar and better equipment.
The consolidation of all Imperial Kannexian Ground Force units into one command, the Imperial Kannexian Tenth Army At Koenigfaste, was followed by celebrated Admiral Hwaibiek Bomul being placed as the Supreme Commander of All Imperial Kannexian Forces In Koenigfaste, commander of all ground, naval, and air forces. The Koenigfaste Self-Defense Forces, formerly independent, were incorporated into the Tenth Army.
Hwaibiek Bomul was an experienced admiral, his hair graying due to stress caused by the several wars he had taken part. When he arrived at Koenigfaste he saw what was the problem. "We don't have the support of the free blacks. We have to get the Kannexians and the dark-skinned people of Koenigfaste to work together," he said to his aide.
Following this reorganization, all of XKI was shocked by new events-- slaves from the southern plantations near Obersteinfurt had revolted against their Elitonzuiver masters. These slaves were illiterate and poor, but they quickly devised a plan to free themselves. They sent messages to the slaves of other plantations with knots on a rope, calling for revolution.
When the agreed day had come, the slaves armed themselves with everything from sickles to swords and raided the mansions of Elitonzuivers, looting guns and food. Fighting night and day, they forced Elitonzuiver to flee and ambushed KPA units sent to exterminate them. The rebelling slaves were only defeated when a brigade of KPA troops charged in the abandoned plantations with their tanks and jeeps, gunning down the slaves. The slave rebellion was scattered, but survivors made their way to Imperial Kannexian territory, where they told of the horror.
These events had a significant effect on Kannexian policy. Hwaibiek Bomul ordered more propaganda work to be done among slaves in enemy territory, and for ex-slaves to be educated and trained as soldiers to liberate the south.
