There is no other villain in the Batman rogues gallery, for my money at least, that can match up to the Joker. But seeing as this is the internet, everything in pop culture must be debated until the end of time.
Now, before you vote, this is entirely subjective. This isn't about which actor is the most menacing, or who has the best laugh, it's about which one you prefer for whatever reason you prefer them.
Personally, I tend to gravitate to the actors who seem like they're really enjoying the role. As such, I'm kind of torn. Cesar Romero looked like he was reveling in all the campy glory of the tv series, Jack Nicholson went all out in the Tim Burton movie, and Mark Hamil still apparently has fun with the character. Heath Ledger...well, I think he might have taken the Joker a little too seriously as an actor.
But, since I have to choose (being the original poster and all) I'm going to go with Jack Nicholson. But just barely. He loses on points to Hamil on having fun with the role, but he makes them back and more on menace. Hamil's Joker seems just slightly too goofy to be menacing, the same situation applies to Romero, and Ledger, for all the "Why so serious?", plays the role a little too heavily for my tastes.
