Would you rather have goons in cars? I know it's questionable, but it all depends on how they are used. If there is full transparency on their use, I'm guessing they will be more accountable.

If your talking about the government using drones to track people, then I would say we need to look into something akin to a probable cause search warrant. Currently cops put people under surveillance all the time and watch them in public places, but with technology the ability to spy on large numbers of people in a witch hunt is just too scarey.
As far as what this article is about, parents tracking children, I can see it with small children or retarded children and adults. I am only 19 and am still subject to "house rules" and get a lot of nosy questions about where I am going and where I have been that may or may not be answered truthfully. Part of being a teenager I think and the growing up process is pulling away from constant adult supervision and being a little deceitful and doing some of what you want to do, even if your parents don't like it. Everyone screws up along the way, but that's how you learn and grow. If Dad was to saddle me with some GPS tracker or something there would be hell to pay. I would get him back some way or another. Of course my dad wouldn't do that because he is pretty understanding of being a teenager and he did a lot more crazy stuff when he was even younger than me than I would have better sense to do. This is more like something Mom would try and I would tell her to stick it and watch my dad laugh.

It is asking for trouble. I will not ever put a chip in my children for the government to track. If parents grow up and teach their kids properly, then none of this is needed. People are stupid enough to give up rights to have security.
