CTD Headquarters, Shiloh, District of Malecia...
"Tim?" he heard his name being called from up the hallway. He turned 90 degrees and saw the attractive blonde woman who had called his name.
"Hey Carrie!" he returned with enthusiasm. They had gone through the CTD Academy together and had worked on some operations before Carrie moved over to the CTD Solicitior's office and began prosecuting cases instead of investigating.
She gave him a quick hug as they met and took a step back. "Well," she said with a tone of approval, "Field Work seems to agree with you!"
"Thanks," he replied. "How's Jack and the kids?"
"Oh they're all fine," she replied. She was somewhat dismissive, but Tim let it go.
A voice from behind them announced, "we're starting up, everyone."
The few stragglers in the hallway made their way into the spacious conference/ presentation space for the meeting to which they were summoned. Taking their seats around the table, the low murmurs of conversation ceased when a man in his early 50s, who for all the world looked like he'd be more at home with his grandchildren, took the podium. Everyone in the room recognized the father of the Counter Terrorist Division, Joe Robison. He had in essence built CTD with some help from the General Assembly and the Malecia Intelligence Service, but not much else. In 15 years, an agency with one office and 5 employees had grown to include 3 REgional Offices, 13 District Offices, and nearly 40 Field Stations and sub-stations that housed over 5000 employees. When Joe Robison asked you to listen, there was only one answer.
"Thank you for coming this morning," he began. "We'll save introductions for the break," he tapped a control on the remote in his hand and a slide show began while the lights dimmed.
"As we all know, the new model for terror cells is one whereby the information on the specifics of any plot as well as the hierarchical relationships are top down. The lower someone is on the food chain, the less they know.
This of course has the obvious advantage of a captured suspect only being able to give up so much information. But last week, while uncovering a domestic threat, we came upon a new and more disturbing tactic that is being developed. The same mentality I just described is now being applied laterally. The result is that even if a top level terror suspect is captured, he or she has limited information on who they are answering to and coordinating with. This is the terrorist of today.
"By now you're asking how attacks are coordinated. The nearest we can figure is that the upper echelon is using courier services to share information. They've gone old-school and eschew emails, except to apply misdirection. Simpy put, 90% of the email and other electronic traffic is designed to mislead and misdirect CTD, the MBI, and other Law Enforcement and intelligence agencies.
"And the problem is about to be a threat. We have triple sourced information that this summer, on the 80th anniversary of the end of the Civil War, a group calling themselves the "New Union Party" is planning an attack on a "major target." This could be Shiloh itself, or the financial centers of Westport or Rock Springs, or any of the military bases on any coast."
"But we have caught a break: The National Defense Council has intercepted a series of communiques. After 3 weeks of round the clock decrypting efforts, as well as a lucky break off a phone tap, we've found what we believe to be the safe house of the person or persons planning the attack. So here's how it's gonna go:"
Looking at Carrie he said "Legal: you're going to be tasked with finding a judge who will issue warrants to broaden both surveillance and electronic taps, as well as 24 hour warrants.
"Tim, Field Ops is going to be responsible for the actual surveillance and I mean round the clock. Coordinate with Carrie and be ready to go once the writs are issued."
"Communications will retask satellites so we can have constant surveillance of that location."
Questions? No? Good? Staus reports by 1700 today and if you had vacation plans in the upcoming month, you may wanna change your reservations.
