There seems to be some confusion surrounding this matter, not just within XKI, but in the broader world. I personally don't see why people are calling it a coupe d'etat. The current delegate to the region was delegate for 170 days prior to his dethrownment. In his place someone else had a short stint of 11 days as the new delegate, after which the current delegate retook his seat as delegate of Lazarus.
Had the previous delegate still been in office, I might consider this a coupe d'etat, but as things currently stand, I would consider it an attempted coupe d'etat that has failed with the rightful delegate back in office.

It's a coup d'état. The delegate has disposed of the former constitution (he had no right to), he banjected nations without due process or any justification from him (which he had no right to) and then he declared the region to be a "member" (read: colony) of the New Pacific Order.
Basically it'd be like the rightfully elected U.S. President declaring the U.S. Constitution illegal, deporting important people from his government and then declaring the U.S.A. to be a member of the Russian Federation.
... so let's just go ahead and call it a coup d'état. Just because he's the Delegate doesn't mean he can disregard the constitution.

I sea. It seems my understanding of the limits of what a coup d'etat is was a little inaccurate. So this would be a coup d'etat, though I believe it to be a more accurate to define it as a self-coup. The reason for this is that a coup d'etat is a seizure of power from the government. The leader of a nation (I'm thinking real world here) can't 'sieze' power if he already has it. He can, though, use the power to destroy the rest of government, hence, a self-coup.
