You might want to write some rules regarding implant usage...I mean the original cyberpunk had so you could only have so many implants and did not become overpowered. You could justify it as cyber crazy or body rejection or losing of mind to AIs or something. I would also recommend explaining reputation a bit better along with perhaps a limit on money so people can't be kitted completely out the first mission.
Besides that I would think you might want to perhaps narrow down a particular field in which the players would have to work together as a team. The team is a group of criminals of diverse backgrounds and skills that are led by a mastermind who stays back at the base and coordinates the team on jobs (basically the voice of the DM), or how about making them a team of law enforcement trying to bring law to this grim dark world, Or how about a bunch of mercs hired by a megacorp to carry out it's dirty business.
All of these ideas will allow a unified team towards the same goal allowing a fairly good RP without any confusion.
I have a few more suggestions involving inventory, cataloging and pricing individual items, and perhaps a better balance for AI after you have read over the former.
