As with my opponent, Astrobolt, it never occurred to me to run for Delegate until recently...today, in fact. My opponent appears to be better versed in International Affairs than I. His grasp of current affairs is better. My diplomatic experience is limited to a few years as Emissary. I have a lot of catching up to do, and even more to learn. Unlike my esteemed opponent, I have no clear vision of the future with other regions, or how to improve relations. If elected, I will doubtless stumble coming out of the blocks and make mistakes. But I am also intelligent and articulate and able to carry on a conversation in a room full of educated adults. I learn fast. I hate reports, and am weak at text editing and formatting. I'll have to overcome those deficiencies to do the job. With your support, I can do this. So I'm here to give the voters a choice. One the one hand, you have a well qualified candidate with Foreign Affairs experience, Astrobolt; on the other hand, an eager novice who has worked for years for the good of these Islands. I won't campaign. Mostly everybody already knows me. But know this: I came here to be a Defender, and I remain a Defender to my core. It has been my honor to serve under my TO Astrobolt in TITO. The voters can't make a wrong choice here.

Also, a lot of our emmisaries aren't really involved in the regions they're sent to (something pretty prevelant across nationstates), and are often skipped over in FA matters (with other regions directly approaching the delegate). I myself for a long time did not do very much as emissaryother than post our monthly update. What do you think about our current emissary system, and what would you change about it (if anything)?

FA Committee: I'm opposed to this proposition. You specifically refer to a new Delegate's need for advice, of which there is no scarcity. It will slow the Delegate down, as decision by committee does, and prevent rapid response. The Delegate is elected specifically to make the decisions this proposition would relegate to associates.
I don't understand the mechanics of how endoswapping works, but, based upon the conversation in the thread, I would support it.
I believe the report is already geared toward Islanders. I mean, who else reads it?
It would be great to have emissaries more involved in their regions. However, many emissaries also have other duties and I know from experience it's hard to find the time to monitor another region's RMB and Discord and forum. As Delegate I would be glad to listen to intelligent suggestions in that regard.

FA Committee: none of the mentioned stuff is particularly time-sensitive, or causes a delay in action. In particular, it might help to have a semi-independent body give some advice on stuff, particularly when the delegate is busy. For example in the past term, our delegate was really busy and didn't have time to fully read through a draft statement that we signed onto. Having extra eyes can probably avoid a similar situation occurring in the future.

The report is currently still mainly a Foreign Affairs report for people outside XKI (for a long time we actually didn't publish the report to islanders until we started doing news bulletins a year ago). The proposed changes would make it clearer that islanders are the priority. This will also filter into potential changes to structure and content (for example, in an islander-focused publication, it'd make more sense to put the Co9 above TITO command, since islanders are more likely to interact with Co9 people).
It's a pretty difficult situation, and I don't really have any ideas on it either :/ The best way to really get engaged is to actually participate and get involved in the region you're emissary to, but that's only really possible if you have a bunch of time on hand (especially if you want to be involved in XKI's government as well).
