I'll defer to Goldenloser on this one, but I do know that the structure of it is basically done in terms of how the university is set up. There is a standard curriculum each student must meet, with room for some electives. Professors must submit lesson plans and have them approved. I know that GL is having some issues right now in real life with his health and school, so that might be the delay. In time, I'm sure he'll come through.
As far as what I think should happen, I really do think GL's plan is completely on the right track from what I've seen him post in the Co9. He's got it all worked out. It just needs to be implemented. Once it's in place, we can see what needs changed to make it better, if anything.

The Uni was scheduled to open by the end of may/early june... This is a hectic time for all of us, so we sould be up and running once everyone's out of school....

I think that if it is scheduled to be open in may/early june, then we need as many people helping to get it set up by then, and start making announcements regarding it.

I can account for 1/3 of the syllabus. Economics is updated every couple of months, though due to the UNIs not being open yet, this isnt apparent. We're working on it, but the Uni really heavily relies on an influx of new nations at the same time. Without this, we can't get a term time started, and the courses will be all staggered. Which is no good.
So the solution: IMM. IMM. IMM.
