UN Proposal: Fair Treatment of Mentally-Ill

This is a pretty good proposal in idea, but in my opinion it is on the borderline of being too vague. But, if we pass this resolution, it could clear the way for someone to make an amendment of sorts to it, in a more specific proposal. If we keep rejecting proposals that we think are a little too vague, then people will think that we just don't want this proposal, and will never try to write it again, which is a shame.

It is a tad vague, but inhuman treatment is well-defined from other things. Heck, defining and trying to abloish inhuman treatment was part of the point in creating the UN. Also, the definetion of psychatric disorders listed in the resolution is pretty much the same as what you would find in psychology textbook.
