The new emperor of the IOR will be Marcus Kablious! He has won, his army conquered! Now the IOR will be in peace for a 1,000 years..until somebody declares war on us.
Now the IOR is focusing on a republic. This will make everybody happy, the emperor will do whatever the nation asks. He'll even do whatever the 10k asks because he is loyal, forgiving, patient, kind, and powerful.
He came to Rome with a sword, many men, and in armor. Now scientist can study the things that these men forgot!

Marcus Kablious' first act as emperor is to open the gladiator fights and all enemies of the emperor die, which is 400 people. About 100 will be hanged and the rest slaves to fight as gladiators. They get what they deserved, first they betrayed him in battle making him lose some battles. Second they all were involved in killing his family, his wife and son. Lastly they are not loyal to the IOR and are spreading Gothic mischief!
The Allied States of Lythian strongly urges Marcus Kablious to act forgiving as was stated earlier. If they do not, the Allied States of Lythian will not offer any aid to the IOR in times of need. Cruelty shall not be tolerated to any citizen after a rebellion and take over. We urge you to rethink this position.

Yeah, but imagen somebody just coming and killing your family for no reason! Sometimes even the nicest rulers need to show punishment, you have two choices. A: Stay with the plan and get what they deserve or B: Many will become gladiators and the other serve jail time or become a slave. So I'll let the people decide.
The Nation of Lythian has just released this Ultimatum:
3/21/2006 - To the Emperor of The Island of Rome
If you continuously refuse to allow those in the rebellion to be forgiven for past crimes in times of war, we will be forced to intervene. We open our doors to those who would be enslaved or put into captivity as gladiators, and if you refuse to allow them to walk free, then we will intervene, whether its militaristic or just politically it has yet to be determined. Such acts of genocide against these people will not be tolerated by this nation. You have 24 hours to release them or face consequences.

3/22/2006 - To the general public and to those whom it may concern
The Prime Minister of Foreign Affairs has recently convinced the Peoples Emperor Jason Tams to extend the Ultimatum for another 24 hours. If in that time, the Emperor of Rome does not respond, we will issue an official statement declaring our intentions to the Island of Rome. At that point, they will have another 24 hours to respond before the statement goes into effect.

Well this is treason for these people! Fine, since he is so merciful he just make them all serve jail time for 16 years, that's the minimum charge. Is that good enough, the emperor has so many issues right now. Please to displease him! (This is not a threat).
Thanks to the compromise of the Emperor of Rome, the situation has been resolved. The nation of Lythian is proud to welcome the new Emperor, and even though tension started their diplomacy, they look forward to peaceful negotiations with the IOR in the future.

The emperor is feeling better and you made him really happy that we can still be friends, but still there will be gladiator fights. Sorry, but the crowd loves it and it's tradition, I hope you understand.
Gladiator fights are fine, so long as they are not men enslaved for fighting for an idea during a struggle for power. Lythian is even willing to have a few of our criminals sent to The IOR for these battles, that way you can have multi-cultural gladiator fights.
