I'd appreciate all the help I could get.
The World Assembly;
UNDERSTANDING that some nations may wish to employ children while they are young
NOTING that a minor definition in resolution can allow member nation to evade this law because of it's flexibility in the age.
BELIEVING that this is unacceptable.
FURTHER BELIEVING that a better law should be passed that is stricter, and does not allow nation to evade the Resolution by lowering the age of majority.
HEREBY, repeals GA Resolution 4, Restriction on Child Labor, in the hope that a better resolution can be passed.

I can see your point in that it a nation can lower the age of adulthood to an absurd level. But maybe a better way to go about this is to write a new law that mandates the age of adulthood or the minimum age of employment at an appropriate age. That way you don't have to try and repeal what is really a good law, and then try to get another very similar law to pass that only has small change to it. GA#4 passed by an overwhelming majority (kind of like SC#5 did, and we kind of were against that).

Does the WA allow amendments or adjustments to previous proposals, or just fresh proposals and repeals? I feel like an Amend: Restriction on Child Labor would probably work a little better than a repeal. Forward progress.
That, and I'm fundamentally against repeals in the WA.

I tried to do this with an education act. That was what killed it. "Different Nations will have different life expectancy."
I want to stay away from that
EDIT: I would say we were for resolution 5 because that was our commendnation.

That is a good idea. I'm off to suggest it on the Tech forum to suggest it now ;D
