New Babili was founded on one principle: Multiculturalism. Groups of 1000 were taken from 50,000 different nations to participate in the "New Babili Project", an experiment envisioned by sociologist Daniel Dapper. New Babili would be a melting stew of all these cultures. Daniel Dapper and a small number of his close colleaugues also drew up a government system that would result in some kind of order, at least initially.
A suitable landmass was selected to support a growing population, some essential structures were propped up, and groups of 5000 were put in the nation one at time, ready to pull out if (when?) violence breaks out and people start dying.
But an unexpected, if welcome, glitch occured in the experiment.
The vast majority of the population of New Babili were volunteers who knew the circumstances of the experiment, and were willing to accept the cultures of the others. The persons who were "selected by the Government" (read:forcibly exiled) to participate in the project were mostly grateful for the acceptance shown by the population (aside from a few conflicts).
Initially, all of the parliament consisted of members of the Dapper council, the body observing and keeping track of the project. In more recent times more 'civilians' have taken seats in Parliament, making one of the most multicultural governments in the world.
