All nations seeking service in the Council of Nine, whether this is as World Assembly Delegate or as Senator, shall have at least spent one month in the region before running for office. This shall be determined by forum registration date on the 10000 Islands H.Q. proboards website.
Statute 2005-001, enacted 3/13/2005
Any member of the 10000 Islands government or candidate for any position in the 10000 Islands is prohibited from holding or seeking any position within other NationStates regions or non 10000 Islands organizations. Any nation found in violation of this statute can be immediately removed from all positions held in the 10000 Islands and face possible sanctions to be determined by the Council of Nine.
Nations have seven days from enactment of this statute to resolve any conflicts.
Statute 2006-001, enacted 3/16/2006
In the event of a tie between two nations in a runoff election, the final decision shall go to the Council of Nine. Each Council member shall cast a vote for one of the two candidates. Whichever candidate attains a majority vote in the Council of Nine shall be declared the winner of the election."
This only applies in the event of a 2nd tie after a runoff election. Even though it's highly unlikely, it's still something we need to consider.
RESOLVED, the Ministry of Education is requested and required to implement a system of sponsorship for new member nations to enhance their incorporation into the Ten Thousand Islands, in accordance with the following guidelines:
1. The MOE shall call publicly for volunteers from member nations willing to serve as Sponsors for newly arrived immigrant nations. Sponsors shall have been resident in 10KI for 45 days on the discussion board to be licensed as sponsors. Non-citizen (non-UN) nations may serve as sponsors subject to review by the MOE. No sponsor nation shall support more than three immigrant nations without approval of the MOE.
2. A MOE Sponsorship board will be set up in the 10000 Islands discussion board.
3. The MOE will offer all new immigrant nations a sponsor nation if the newcomer wishes it. Nations wishing a sponsor will be posted on the Sponsorship board. The first licensed sponsor nation to select the new immigrant will maintain daily contact for four weeks, guiding the new nation into life in 10KI, with subsequent contacts in the following two weeks as mutually agreeable. Immigrants not selected within three days of posting will be assigned a sponsor by the MOE Sponsorship program officer.
4. Sponsor duties shall include responsibility to a. Regularly (daily) contact the new nation for the first four weeks they are resident and twice weekly in the subsequent two weeks b. Answer questions and make suggestions about what is fun or educational about the region/proboards/etc. c. Encourage participation by joining the UN, applying for TITO, etc. d. Report weekly to the Ministry of Education to confirm progress in the sponsor relationship. Report any unusual or suspicious activities to Grub or the Ministry of Education. e. Advise the Ministry of Labor of any special interests or talents the new member may have or wish to share.
Resolution 2004-002, enacted 10/11/2004
The Council of Nine has discussed at length and voted on some new rules for future Delegate elections in the 10000 Islands.
Besides the existing requirements (UN nation, TITO Member, 30 days in the forum,) the following requirements for nations running for Delegate in future elections have been added. Here they are:
1) Minimum of 10 TITO Battles Stars 2) Minimum of 50 forum posts 3) Voting will now be handled through the forum like Senate elections.
Resolution 2004-003, enacted 12/17/2004
By resolution passed in the Council of Nine, our Senatorial Districts will now have names instead of Race #1, Race #2, etc.
The names are:

Lyonnesse East (Crackenback) Himes West (Thewsconia)
The Blue Canaria North & New Republica South Senatorial elections will be be held in January.
1. Elections to the Senate shall require a full majority of more than 50% of votes cast.
2. Candidates shall declare their candidacy for one of two seats being contested in each cycle on or before Declaration Day, being the first day of campaigning for election. An individual may be candidate in only one race at a time.
3. There shall be no more than 8 candidates for either seat in the election; the first 8 candidates to declare shall run for that seat.
4. The campaign period shall extend for one week from Declaration Day.
5. Elections shall extend from Declaration Day +7 to Election Day (Declaration Day +14).
6. If a candidate achieves the required majority by midnight PST ending Election Day, that candidate is elected.
7. If no candidate achieves a majority in a race by Election Day, a run off shall be declared between the top two candidates. The run off election shall take place immediately and be concluded three (3) days following Election Day. The candidate with a majority at midnight PST at the end of 3 days shall be elected.
8. In the event of a tie between more than two nations for eligibility for the run off, the tie shall be broken by lottery, so that only two nations shall stand for election in the run off. The Founder shall select a target number between 1 and 1000. The nations with the lowest qualifying number of votes shall select a number between 1 and 1000 and report that number in the Senate office forum. The Founder will announce the nation closest to his chosen number, which shall immediately proceed to the run off election.
Resolution 2005-001, enacted 7/19/2005
University Criteria
1. All nations who would like to teach classes for the University of 10000 Islands must first submit their final drafts of their lesson plans to Grub and the Minister of Education, or anyone else that they [Grub, Education Minister] have appointed for peer review. This would likely include the entire Education Department.
2. These drafts must have credible cited sources, both in text and on a works cited page. The actual lecture itself must be written objectively. At the end, the instructor of the lesson can write in his/her own subjective opinion as he/she sees fit (provided it's finally approved by Grub or the Education Minister). This portion of the lecture must be clearly separated from the objective section. Considerations will be made for lectures strictly regarding NationStates, since it may be difficult to obtain objective resources.
3. Either the drafts will be adequate or they will undergo a revision process until satisfaction is guaranteed.
4. Each lecture will then be opened to discussion via postings or the 10000 Islands Chatroom (Chatzy) or directly onto the forum. If the former method is put to use, it is the sole responsibility of the instructor to save and post the chat on the thread for his/her class. The forum posting of the class will be put in the Library of the 10000 Islands.
5. The Founder and the Minister of Education reserve the right to stop classes at any time if the topics stray into areas deemed risky or uncalled for. Moderators still have the power to call mod moments if deemed necessary by a Moderator. Instructors may be given Moderator privileges over their own course threads.
1. Activity is essential for a healthy community. For the purposes of this resolution, activity shall be defined as posting on the forum. Simply logging into the forum does not constitute activity.
2, If a nation holding an office within this region is inactive for 30 days, the regional government shall use all available contact addresses to ascertain that nation's status.
3. After 60 days of inactivity, or upon ceasing to exist, that nation shall be immediately removed from all offices.
4. Officers are encouraged to notify the Council if they expect to be away for an extended period of time. The Council may then grant that officer a leave of absence.
5. If an officer remains inactive for 15 days after the final day of the leave of absence, the regional government shall use all available contact addresses to ascertain that officer's status. If an officer remains inactive for 30 days after the final day of the leave of absence, that officer shall be immediately removed from all offices.
6. Ministers may appoint deputy ministers. Deputy ministers act as interim ministers when the official minister is deemed inactive. Deputy ministers should be active in their respective departments and must not already have a seat on the Council.
Let it be known that that Council of Nine has voted and passed the following resolution adding three holidays to the xki calendar.
1) 10000 Islands TITO Medal Day - December 6th This day honors every TITO nation that has received an official medal.
2) Knights of TITO Day - June 23rd TITO Knights are top nations with 50 Battle Stars. This day is in their honor.
3) 10000 Islands Distinguished Service Medal Day - August 14th This medal is the highest non military award a 10000 Islands nation can receive. Nations usually are awarded this medal for great work in Immigration or for contributing to the betterment of the region in an outstanding manner. This day honors those nations.
The Assembly of Nations will be a body of UN and Non UN 10000 Island nations that discuss and vote on issues they wish to present to the Council of Nine. In order for an Assembly resolution to be voted on in the Council of Nine, it must first achieve 50+% vote in the Assembly. Voting on a particular resolution will be concluded upon word from the Speaker of the Assembly.
The Speaker of the Assembly will be one of the four Senators in the Council of Nine. The Speaker will serve at the discretion of the Assembly and can be replaced by another Senator at any time.
Assembly Notes: * The Assembly will regulate and screen new Assembly members. Any 10000 Island nation may ask to join the Assembly of Nations as long as they are confirmed through that body. * This will be open to 10000 Island UN and Non UN nations. * The Assembly can vote on an idea. If that idea receives more than 50%, it is put up for a vote in the Council of Nine * The Assembly will have one official liaison in the Co9. That liaison will be a Senator of their choosing. The Assembly can change Senators at any time.
Resolution 2007-001, enacted 8/28/2007
Under extraordinary circumstances, the Founder may, at his discretion, give permission to allow a citizen to cast an absentee ballot. To cast a ballot, the citizen must ask the Founder before the election begins. Upon approval, the citizen will notify the Founder and the current sitting Delegate his choices for each seat and certify that he will not vote in the election poll. The Founder will add the absentee ballot to the vote total and certify the election.
If the nation casts both an absentee ballot and a vote in the election poll, the absentee ballot will be nullified, and the nation may be subject to penalties to be determined by the Council of Nine.

Delegate Term Rules - enacted 4/18/10
The length of term for a 10000 Island Delegate will be no more than six months from the time they have enough endorsements to officially be the Delegate of the region. From this point on, Delegates will serve a term of six months which is nine NationStates years.
After the Delegate serves their term, that Delegate must sit out the next Delegate election before they can serve as Delegate again. Delegate's will not be able to serve consecutive terms.
If a Delegate cannot serve a full six month term, new elections will be held to determine the official replacement. The term for any Delegate, replacement or otherwise, will be six months from the date they officially become Delegate in NationStates.
