Background: Seravno is in the process of rebuilding after a bloody civil war that spanned for more than two decades. Ruled since time immemorial as an autocratic plutocracy, a rebellion led by guerilla leader Janez Rezonja successfully overthrew the government following a series of decisive victories, concluded with the siege and surrender of the national capital, Kablar. Internal strife continued as the various factions that had been united in the insurgency began to compete to fill the power vacuum. When Rezonja was killed in a car bombing, the leader of the far left forces, Andrej Ipavec, used the assassination to eliminate his rivals and seize power. Ipavec and his Militant Communist Party have established a nascent "proletarian dictatorship" as a form of transitional government as a truly classless, communist society is created.

Economy: Following recent legislation in Seravno, all the major industries have been nationalized. Flexible five year plans aimed at economic expansion and increased consumption are now being drawn up through tripartite negotiations including the government, the trade unions and management boards. Private enterprise has been limited to "strictly non-necessary service provision and goods production, in which no compelling argument can be made for public ownership". A progressive tax system has been introduced, which is highly punitive for the wealthy and almost non-existent for the impoverished. Public borrowing and public expenditure already very high, with economists expressing grave concern over deficit spending and high inflation.
