Description: The General Assembly,
Noting that many constituencies of people have had the desire to secede from their mother-nations;
Believing that it is an inherent sapient being's right for a people to be self-determinant if they wish to be as self identity is of the utmost importance to many peoples;
Taking into account the many violent protests and riots that may result from a people being refused independence;
Defining for the purposes of this resolution "mother-nation" as the nation dominant over a dependent area;
Also defining for the purposes of this resolution "political division" as any named area that has a complete border, international or domestic;
Hereby,
1. Grants each political division under the rule of a mother-nation the right to hold non-binding referenda within that political division on whether that area should be sovereign or not,
a. Two referenda shall be spaced no less than ten years between each other,
b. These referenda shall only be used to determine the opinion of the population in question of possible secession from the mother-nation they are governed by,
c. These referenda shall only pass if they obtain a simple majority within the population,
2. Mandates the mother-nation governing over a political division that has had the described referendum pass hold a nation-wide binding referendum to determine whether or not that political division in question shall become sovereign or not,
a. These referenda shall only be held no less than six months after a previously described "smaller" referendum passes,
b. These referenda shall only pass if they obtain a simple majority within the population,
3. Creates the World Assembly Independence Committee (WAIC) and charges it with:
a. Overseeing the proper implementation of the referendum system in a nation with a political division seeking independence,
b. Make sure no injustices occur throughout the independence process and other duties,
4. Specifies that a political division that wishes to secede must prove to the World Assembly Independence Committee that there are sensible reasons for independence which may include, but are not limited to:
a. Strong differences in culture, religion, ethnicity, race, etc. between the majority of the population of political division desiring self-rule and the whole nation,
b. Injustices being inflicted upon the population of the political division desiring self-rule;
5. Directs that no nation shall intimidate or coerce in any fashion a political division to not follow the steps provided to obtain independence. Intimidation and coercion includes but is not limited to:
a. Physical or mental torture inflicted upon any citizen of the political division or mother-nation,
b. Threats to deprive a citizen of the political division of mother nation's life or personal health as well as threats to deprive the same person's loved ones of these rights,
6. Disallows any type discrimination by the mother-nation of individuals who support the secession of a given political division,
7. Reaffirms that the World Assembly has no jurisdiction over non-member nations and affirms that this resolution does not apply to these non-member nations.
