The UPP was set up out of the ashes of discussions regarding a new party's formation during the summer. Whilst the drive for a new party was felt by all previous participants in discussion, the UPP as a notion was landed during late October when the three founding members came together by coincidence of circumstance:
Alfonia, Elgarve, and Sinn Féin's Ireland founded the UPP in the joint beliefs of freedom, true representation, economic furtherment and the betterment of all nations of 10000 Islands within the context of NationStates. The UPP stands for everyone, and unlike other political parties, keeps the economy at the forefront of its manifesto, whilst retaining a social and individual perspective. For these reasons the UPP manifesto, though progressive in its views and innovative in design, is widely acceptable from all blocs within the political spectrum.
The Official manifesto was compiled soon after formation. It is a public document, and displayed here:
'Dated The 29th of October 2005 -and subsequently updated on The 27th January 2006, 22nd October 2006, 21st January 2007, and 18th April 2007- the proceding document is The officially recognised manifesto of the United Progressive Party (UPP) of 10000 Islands. The policies pertaining to the furtherment of democracy, equality and regional progression in the original manifesto were deliberated upon, and represent the unilateral stance and agreement of the three founding members; Alfonia, Elgarve and Sinn Féin's Ireland.
Article One: (representation) That the UPP will take seats in the Assembly of Nations (AoN) to further the avenue of political debate and social representation. The UPP will stand for senate and delegate elections to the same end. The UPP will act as a financial, political and representative entity, serving as a Union for all its members working to alleviate the grievances of any of its membership.
Article Two: Ensure that the AoN remains empowered in the ways defined in the original resolution of its creation, work towards the expansion and greater influence of the AoN, and to create political spectral alignment in a visual format, to represent all parties and independent blocs of 10KI. To move the political party forum section to the AoN boards due to the logical benefit this would incur.
Article Three: Keep the UN nations as citizens with franchise (eligible to vote in elections). However we intend to introduce an overseas 'postal vote'. Foreign regional Representatives, TITO members on missions, (etc) could benefit. With the inception of the AoN, the necessity for non-UN franchise has been made redundant, as a further form of accountability has been created, and non-UN nations are accepted herein.
Article Four: Secure government members a certain wage using the Taco monetary system based on appropriate time scales of work with bonuses depending on success in the relevant field. Also extending to but not limited to Senators, founder, heads of department, and delegate could all get a higher band of wage given the higher accountability and importance of position. Every nation employed by 10000 Islands should have the ability to move up a wage bracket (and earn more, just like a pay rise). This would be in close accordance with the Co9 and Regional Reserve Chairman (RRC), in order to ensure accurate records of work. Whilst it is accepted that TITO members are integral and valient, the extension of a wage to these nations is not seen as appropriate, as it is a service of justice to other regions, and to offer a wage would undermine the altruism of existing members. Since the opening of the Dept. IMM, the call for wages here is redundant, however bonuses still apply as alluded to earlier.
Article Five: Every nation has the right to use the Taco monetary system to its full potential, in a non discriminatory fashion in accordance with their statutory rights as citizens of 10000 Islands. The extent of the Taco currency and corresponding economic system is in arguable evolution, so any new or future developments would be subject to this article.
Article Six: The UPP would like to organise regular regional 'hustings' meetings and inter-party debates within the AoN, where all regional party heads are encouraged to appear and answer questions based on their policies, and in the case of the debates, where party teams are assembled to debate policy. The intended purpose of this is keeping involvement outside of election time. It is also our firm belief that any senator must be subjected to fair scrutinty and thus accountable to his electorate. The AoN would serve to ensure this.
Article Seven: If a party constituency MP decides to leave the post of senator before the term is up, a single by-election is to be held in that seat rather than undemocratic appointment by the Founder.
Article Eight: All nations under government employment are to have certain amounts of paid holiday as basic rights, as well as leniancy in reasonable situations outside a nations control. This is in responce to the knock on effect that extenuating circumstances can have on nations ability to perform at satisfactory standard and time periods. Such circumstances have in the past resulted to unfair administrative action.
Article Nine: With the unfeasibility of Regional Reserve Chairman Funds Transferal Power (RRCFTP), and the exhaustion of Automated Taco Transferal (ATT) in its initial manifestation, the UPP seeks to establish a new means of giving the economy emancipation from the Founder, allowing funds transferal via the Regional Reserve. This is to increase productivity within the private sector specifically. The necessity of founder control over certain Funds transferal is wholeheartedly acknowledged.
Article Ten: To procure democratic advancement within the region, government transparency, and ensure that the constitution is upheld and not amended without due legislative process which could impede the rights of any nation.
Article Eleven: Ensure that Regional Education (10KI University) and enrollment remains government subsidised, and thus, free to all nations, with the strong recomendation of paying for semester attendance to increase the incentive for involvement.
Article Twelve: Maintain the 3 member requirement for the formation of a political party. The lower the initial requirement, the greater the likelihood of meaningful participation from that party's inception.
Article Thirteen: To ensure the right of any allegedly transgressing nation to a fair trial before founder invoked sentence. Case citation exists from which to create a precedent.
