I just want to extend drafting of my new resolution from the Official forums to here, because the 10k is just so important these days to authors (I mean, who wants 400 votes against them?). My rule is basically, if 10k doesn't support it, don't bother. With this resolution it's so important that the big regions aren't voting against, because I'm breaking NS history with this resolution, if I succeed. No NS resolution has ever successfully created a court of justice.
"Multilateral Arbitration Act" is a resolution to create a court of justice for stateless people who are caught for committing international crimes by a 'multilateral effort' -- in other words, caught by several nations working in conjunction to caught a criminal or a group of criminals.
If this current draft isn't acceptable for your vote, your comments would indeed be welcome, so I can include them into the next draft. Thanks.

The General Assembly,
Applauding the work of previous and currently adopted legislation to establish perimeters for international territory, and the elimination of servitude, terrorism and international piracy on a coordinated multilateral platform,
Resolving to address the common and legally problematic circumstance of a stateless person who has been captured by a joint effort of member nations,
Endeavoring to ensure that the work of multilateral efforts is not negated,
Hereby Solemnly,
1. Defines, for the purposes of this document,
(a) “Stateless” as the political status of belonging to no nationality;
(b) "Multilateral Effort" as a group of multiple WA member nations working in conjunction with one another to capture an accused criminal or a group of accused criminals;
2. Requires that all stateless detainees captured by a multilateral effort under the provisions of WA legislation must be transported safely to the Courthouse for Multilateral Arbitration (CMA);
3. Stipulates that once in the custody of the multilateral effort, and in their continued detainment by the CMA, the detainee must be provided the following …
(a) Necessary security from the appropriate authorities to assure their continued detainment and protection from outside forces;
(b) Freedoms and necessities of life that are assured to them under WA legislation;
4. Affirms the duty of the CMA to try accused stateless detainees captured by a multilateral effort, for crimes established by World Assembly resolutions;
5. Specifies that the CMA ...
(a) Will devise and implement a developed arrangement for adjudication, that is primarily focused on addressing the law with a fair and balanced approach. The system will include representation by attorney, self-representation, public defenders, documentation, stenographical transcripts, judicial rulings, a system for appeals of court rulings -- and any other device of the law that allows the CMA to function more fairly and balanced with respect to the laws of the World Assembly;
(b) Shall reflect the legal and judicial systems that the World Assembly promotes for member nations in its future, and past regulations;
(c) Has the right and duty to solve any disputes over proper legal conventions in the CMA;
6. Demands that defendants found guilty of some or all of their accused crimes may be subject to any of the following sentences at the discretion of the CMA …
(a) Enforced reparation;
(b) Incarceration;
(c) Rehabilitation;
7. Further demands that any facilities rented and/or used for one of the aforementioned sentences shall be...
(a) Prudently chosen and transparently observed by the CMA;
(b) In the possession of a member nation;
(c) In compliance with WA legislation;
(d) Appropriately reimbursed by the World Assembly for all services provided to conduct the aforementioned sentence(s);
8. Declares that all defendants found innocent of all or some of their accused crimes must be appropriately reimbursed by the World Assembly, at the judicious discretion of the CMA;
9. Outlaws the use of capital punishment against, or otherwise, murder of a stateless individual;
10. Clarifies that the CMA must conduct all of its proceedings with full compliance to the laws and regulations of the World Assembly;
