I've always wanted to do a proposal like this, I'm not very good a writing GA proposals so any improvements would be good!
Basic Rights of the Senior Citizen
NOTING that the senior citizens across the world are important to the cultural value of every nation and help pass down traditions to the next generation.
AWARE that there are cases of poor treatments of senior citizens including cases of neglect and abuse.
DEFINES senior citizens as citizens that are 65 years or older.
MANDATES that World Assembly nations must follow the guidelines according to the resolution, including:
1) Senior citizens must be given access to a senior center or retirement home that includes a clean, healthy, well-staffed, and caring environment. 2) Businesses will be asked to provide a senior discount for senior citizens. 3) Senior citizens will be given a 20% discount on medical procedures and doctor's appointments. 4) Buses specializing in the transport of senior citizens to senior centers, shops, events, etc will be used for safer travel. 5) Local events specializing in senior citizens will be created for their entertainment. 6) Retired senior citizens will be granted at least $15,000 of welfare per year to afford expenses. 7) Government inspectors will check up on senior centers and retirement homes to be sure that there are no cases of neglect and abuse.

1) Senior citizens must be given access to a senior center that includes a clean, healthy, well-staffed, and caring environment. 2) Businesses will be asked to provide a senior discount of at least 5 to 10% for senior citizens. 3) Senior citizens will be given reduced prices on medical procedures and doctor's appointments. 4) BussesBuses specializing in the transport of senior citizens to senior centers, shops, events, etc. will be created. 5) Local events specializing in senior citizens will be created for their entertainment. 6) Retired senior citizens will be granted a small sum of welfare per year. 7) Government inspectors will check up on senior centers to be sure that there are no cases of neglect and abuse. 8) Restricts senior citizens from working hard manual labor without explicit permission.
(3) seems weak without a definition, You may want to make (3) an exception to (2) with, for example, 20% instead of 5%.
(6) Seems rather weak too without a definition.
(8) Seems pretty redundant - surely we have a prohibition of slavery on the books?

The problem is that any resolution has to be applicable to all WA members- from galactic federations with starships to tribal nomadic herders to communistic utopias with no money.
You need to phrase the resolution in much more general terms, I think. But at the same time the resolution needs to have teeth. Which is tricky.
