Description: WA General Assembly Resolution #115: Space Research Station Program (Category: Education and Creativity; Area of Effect: Educational) shall be struck out and rendered null and void.
Argument: The World Assembly, while realizing the support with which it passed, notes the following problems with Resolution 115, "Space Research Station Program":
1. The WARS Program does not require the involvement of World Assembly nations, calling into question the necessity of the act;
2. There is no requirement that participating nations, nor indeed any nation, assist in the funding of the WASRS, which raises questions as to its financial viability;
3. Nations are under no obligation to participate responsibly, and may abuse, sabotage, or otherwise damage the WASRS;
4. The nature of the research to be conducted is completely ignored by the resolution, leaving it open for dangerous or objectionable purposes;
5. The "customs policies" discussed in the resolution concerned are not only completely undefined but completely unnecessary, as the WASRS is in neutral territory;
6. No provision is made for the maintenance or replacement of the WASRS in the event of damage, orbit degradation, or even ordinary depreciation;
7. It is unclear what the "non-weaponry counter-measures" are, or whether they could sufficiently protect the WASRS against attack or impact from foreign objects;
8. Only one WARS is called for, yet there are many planets with WA member nations;
Considering the various flaws highlighted above, the World Assembly hereby repeals Resolution #115, "Space Research Station Program".
