Kingdom of Scow Creek

Article VII, Sec. 2 of the Constitution of the Kingdom of Scow Creek reads:
The Minister of the Census, Statistics, & Public Records shall be responsible for the Quinquennial Census; for maintaining national statistics; for responding to Public Record Requests; and for certifying official languages of the Departments. Any language spoken by 5% or more of any Department shall be certified as an official language, and all significant government documents and laws must be made available in that Department in any such official language; Notwithstanding the provisions of this section, Atlantican shall be the Primary Official Language of the Kingdom, and all government documents in all Departments shall always be available in at least this language.
Having completed the 2014 Quinquennial Census, I hereby certify that, in addition to our national language, Atlantican, the following languages are spoken by 5% of more of the residents of the following number of Departments (out of a total of 24 Departments), listed in order of predominance:
English: All 24 Departments
Spanish: 7 Departments
German: 5 Departments
French: 4 Departments
Portuguese: 4 Departments
Dutch, Czech, Gaelic, Italian, and Russian: 2 Departments each
Danish, Hindi, and Persian: 1 Department each.
Along with Atlantican, these 13 languages have obtained Official Status within the Kingdom. Specific Department languages can now be referenced in our Factbook at www.nationstates.net/nation=scow_creek/detail=factbook/id=303595
