Thanks to Woonsocket & several other former Delegates, we now have a list of some of the duties for a 10000 Islands Delegate.
Duties of the 10000 Island Delegate
There is no "one size fits all" when it comes to how to be a successful Delegate. Each Delegacy of 10000 Islands has its own flavor, based on the personality of the Delegate as well as what events are occurring in the general NationStates world. These are general guidelines, not rules or laws, and (within the bounds of 10000 Island laws) each Delegate is able to put their own personal stamp on the position. It is a high honor in our Region to be voted in as Delegate. Click on the titles below to read each section.
General Duties
1. As it is critical for the new Delegate to gain as many WA endorsements as possible, the Delegate should endorse as many WA nations as possible plus endorse any new WA nations that enter the region. Along with endorsing WA nations, the delegate is recommended to TG them, asking for an endorsement back. This generally will result in that nation endorsing the Delegate in return. There is a report that Cerb has created that each Delegate can use to find all WA nations in 10000 Islands. This report also tells the Delegate which nations have endorsed him, and which have not. This greatly streamlines this process.
2. A welcome telegram can be sent to new nations entering the region, to make them feel welcome.
3. Frequently posting on the RMB shows 10000 Island natives that the Delegate is engaged and accessible. This might be once or twice a day, give or take, depending on what is going on and the personal feelings of the Delegate about doing this. The Delegate represents the friendly face of 10000 Islands, so doing this gives a good balance to the sometimes stern TITO.
4. One way to encourage other nations not to react in a negative fashion is to make the Delegate’s main nation as middle of the road as possible politically. Not a requirement, but a suggestion.
5. It's good to share all non-personal telegrams (such as campaign telegrams) in the forum's Delegate inbox thread. A lot of those campaign telegrams are good reference material for an aspiring author to write a good telegram in the future.
6. Posting in the NationStates forum can be tricky. Some Delegates have done this a lot, and were successful, while other nations have not posted at all. There are a lot of nations that regularly post in this forum that are neutral at best or actively hostile to 10000 Islands, so some thought should be given before posting. The general idea is to consider what would be best for 10000 Islands and do your best post accordingly. Be very thoughtful if you do post there, but be wary as well. Here is a warning from a person who has served as the TITO Field Commander, and also been quite active on the NS Forum: Participating on the forum can be counterproductive if that person has a temper or frank personality. If the Delegate doesn’t have the kind of patience and thick skin to deal with trolls and gnomes they will probably get high blood pressure and make a lot of enemies at the same time.
7. With the new regional officers powers, delegates can now mass-TG the Islands. Possible things to send out include general updates on important goings-on, the emissaries report, job openings, elections announcements, etc. Delegates are encouraged to use this function regularly, but to be careful not to spam Islanders' inboxes with too many TGs.
Duties Regarding Other Regions
1. When a Delegate assumes the seat, he should do one round of telegramming to fellow delegates in the regions that 10000 Islands has embassies with to inform them of the change and to introduce him or her self.
2. The new Delegate should review the status of embassies, to ensure that communications are reasonably up to date on the 10000 Island forum. A telegram to each of the emissaries and ambassadors for 10000 Islands can also help bring the Delegate up to speed regarding the regions with which 10000 Islands has diplomatic relations.
3. He or she should also occasionally take trips to visit each region's forums, at least once during his 6 month term, to ensure that the emissaries are working. (This task can be seconded to a FA Secretary but nothing beats posting yourself to maintain relations.)
4. At the end of his term, he or she should send a goodbye telegram to fellow delegates in embassied regions, introducing his replacement.
5. It's good to share all non-personal telegrams (such as campaign telegrams) in the forum's Delegate inbox thread. A lot of those campaign telegrams are good reference material for an aspiring author to write a good telegram in the future.
6. Arranging visits by the 10000 Island populace to other regions that we are allied with is a good way to create good will, and a generally fun experience for participants as well.
7. The delegate should inform the Minister of Labor when there is an emissary vacancy to post a job opening. He/she should then pick the candidate to hire. The delegate is also responsible for reminding emissaries to post the emissaries report in their assigned regions and to post updates on their regions back here on our forum. The delegate should thank emissaries for doing these duties with posts as appropriate. The delegate should also keep aware of which emissaries are falling inactive and should not be afraid to replace ones that are not doing their jobs.
8. The delegate is not responsible for writing the monthly emissaries report; the Senator for Blue Canaria North is. However, the delegate should make sure to be in communication and remind (and if necessary, bug) the BCN Senator to get their draft in to the delegate by the 15th of the month. The delegate is then responsible for editing it (which includes not only proofreading and adding any missing content deemed needed, but also formatting the report to post properly on different forums) and posting it for emissaries to then distribute.
9. The delegate is responsible for monitoring the embassy request board and for taking new embassy requests to the Council for discussion and vote in a prompt manner. The delegate should also inform regions who request an embassy about the status of their application. Sometimes, nations from other regions will want embassies but not know how to request them or request through the wrong avenues; the delegate should direct them to the proper links.
10. The delegate should read all updates from other regions posted in their embassy threads and respond to them/thank them for posting as necessary.
Duties Regarding World Assembly Voting
1. The delegate is responsible for posting General Assembly and Security Council issues that are up for vote in NationStates. This is intended to invite discussions and commentary. The postings go under the 10000 Islands forum, World Assembly sub-forum here: 10000islands.proboards.com/board/135/world-assembly. In addition, a poll is linked to the description. This is posted here: 10000islands.proboards.com/board/140/world-assembly-voting-polls
2. Here is one template for doing the posting of the issue. It includes a link to the thread for the poll. It is not necessary to exactly copy this template, this was just one way to accomplish the duties listed in point 1. Each delegate can change this around as they see fit but the general idea of posting the issue, inviting comments, and posting/linking the poll is part of the delegate’s duties. Please note that I placed an “X” in front of the formatting commands so that the template below is easier to copy. Just remove the “X” from each of the formatting commands and it will work as intended.
3. The delegate can make an NS dispatch, pinned to the WFE, with links to the latest WA resolution discussion threads on our forum. That way, XKI nations which normally stay off the forum will know how to vote in our forum polls and can more easy join the forum and share their opinions on the resolution. Such a dispatch should be updated regularly.
TITO Considerations
1. From a TITO standpoint the Delegate should refer all security issues to the current Field Commander or a Tactical Officer. For example, if the Delegate receives telegram asking for assistance or if a new embassy is under consideration they can request a security report on the region from TITO. Intelligence received should also be passed on to a TITO command person and/or Grub.
