I think that there should be something in there saying that Ministers or Assistant Ministers can't serve as Senators. If a Minister or their Assistant wins a Senate race, that Department would have two votes in the Senate, making them more powerful than the other Departments.

As presented, the three major Ministers (Immigration, Education, and Labor) are automatically senators--our Senate is more like the British Parliament than like Congress. This is a strength for this constitution, not a weakness. It would not especially matter if their assistants were elected to the Senate, if that were the will of the nations. The Senate will be extremely well informed and able to act very flexibly. This gives our government the kind of unity and ability to get things done we have experienced with TITO. We say **oo-rah** for the new constitution and hope everyone accepts it with the same enthusiasm we have. Viva 10000 Islands!

Well, although it would be nice, Grub is Minister of Defense, seeing as to how he is the Commander in Chief of TITO. A Minister of Science and Technology would serve no real game purpose, as technology research is not a part of this game. I agree with a Minister of Foreign Affairs though, and I also think that there should be a Minister of Intelligence, to manage all of our spies which I am sure we have.

Being Commander in Chief doesn't automatically make Grub Minister of Defense. It just means he is in charge over all. He could be Minister of Defense but that should be given to someone else because of the responsibilities a Commander in Chief has.

I see no point in having a Minister of Defense when Grub is in charge of our army. Grub has the ultimate say in whether we go to war or not, so what would their duties be?

Just because President Bush is the commander in chief doesn't make the 'Department of Defense' worthless. The Ministry of Defense is there to help the Commander in Chief make military decisions. Should we commit troops to the protection of 'X' region if 'Y' region could be attacked soon? The Ministry of Defense would act as a military advisor, in a way.

I also thought that a 'Science and Technology' ministry would be a way to manage projects like the space station and weapons development (in conjunction with the ministry of defense). Isn't this game's foundation RPing?

I don't think it would really hurt to have a Ministry of Defense, that would have some nations that Grub could count on to help make decisions on TITO actions, or help Grub spread the word if action is necessary. I really don't agree with the Bush thing, though.

I feel that I can handle all of the Department of Defense duties. Plus, the way things are currently set up, we have 9 votes for the Council, a nice odd number to break any ties.

If he adds one, he will have to add two, in order to keep the odd number. From reading Grub's last post, I don't think that he will add a Department of Defense. There are no two other positions that I feel are worth adding.

Are we going to have a court for when someone does something wrong, we can try them insted of banning them right away?

When bannings need to be done, they need to be done quickly. So, I'll ban usually without a trial. The Council of Nine will be called together for a trial if a nation thinks they were banned by mistake. The council will then vote on whether that nation should be let back in.

I agree with Grub. If someone is deemed to be part of a first wave of an invasion force, we can't afford the luxury of going through a trial.

Yes, non TITO nations can be Senators, but you must be in the UN.

Ambassadors can hold a Senate or Minister seat, but nobody can hold more than one spot in the council.

Article 2.2.1. of the constitution

2.2.1. Any nation that is not a member of TITO shall not be eligible for election to become the UN Delegate of the 10000 Islands. Furthermore, any non-TITO nation which at anytime receives more than half the current endorsements of the serving UN Delegate shall be subject to ban from The 10000 Islands for a period of 48 hours.

We hope this will be forcefully observed at all times, for the security of the 10000 Islands.

All Ambassadorships mean is that the ambassador keeps tab on their post and sometimes gives information to the head of their posted nation.
