**Official United Progressive Party Policy Announcement 29/01/07** [/i][/size]
The UPP has added a further article to it's manifesto. This new article seeks to abolish the -in our view- arcane and hindering 5 person requirement for the creation of a political party.
Amidst a wider cleanup of the forum and refreshment of attitudes, the UPP decides that the current climate is ready for such a change. In light of the recent rejection by the Council of Nine (Co9) of a certain AoN Proposal pertaining to endorsement requirements to stand in senate elections -on the grounds that it discourages political activity- we feel that a second, complimentary measure should be taken to free up the political party system and thereby encourage greater participation.
This is a decision that is borne not out of selfish party political reasons. One of our members, ALPMACO (A Lee Project) has expressed an interest in forming a new political party. With the 5 nation rule in place, the certainty of his being able to is diminished. This is not fair, and actively discourages political participation. The Political party system in 10KI has fallen on hard times, with only the UPP fielding senate candidates.
Moreover, nowhere in the Constitution is it stated that you can not create a 2-people political organisation so long as you don't refer to it as a "party". As this policy's proposer has stated: "This is silly because "the moderates" is just as much a good name as "the moderate party....This reduces that rule to being nothing but a requirement that needs to be fulfilled until the state of the islands give you a licence to use that word. This is not a thing the state should be doing, and I feel we should work for this system's abandonment."
The requirement in question was put in place to regulate the political system of a population in excess of 600. Despite the success of the January initiative, the current population remains at half that level, and as a result, the 5-person rule is totally counter-productive.
Thus, the UPP's AoN representatives will be creating a proposal to abolish this rule. The UPP hopes all AoN members will consider the points of our argument and vote accordingly.
